Washington raises its support for Iraq to 8.8 billion dollars

[IraqiNews.com] Chief of Anbar Awakening Conference, Sheikh Ahmed Abu Risha said that the Anbar delegation, which he headed during its visit to Washington, had changed a lot in the United States' convictions, and made great achievements that are crucial for Iraq.

In a brief statement followed by IraqiNews.com, Abu Risha said that Washington has decided to increase its support for Iraq from $1.6 billion to $8.8 billion.
Is that a President Obama promise, or was a bill actually passed by both Houses of Congress and duly signed by the official presidential signing machine?
On January 30th, Sheikh Abu Risha stated that the former US President George Bush called him during the delegation's stay in Washington. Bush was briefed on the security situation and the most important developments on the ground.
