2014-09-08
[Libya Herald] Members of Omar Al-Hassi's the cabinet of were sworn in yesterday by Salah Makhzoum, the second deputy president of the GNC. It means that Libya now effectively has two governments, one in Tripoli
...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn...
and another in the east, although it is not clear whether the Hassi's government can wield any effective power.

It has the support of the Libya Dawn
...aka Fajr Libya, the Islamist operation launched to counter that of General Khalifa Haftar (Operation Dignity). It is made up of the Libya Shield militia (Misrata and Moslem Brotherhood), Libya Revolutionaries Operations Room (Moslem Brotherhood), and Tripoli Brigade (close to Abdul Hakim Belhaj, head of Al-Watan party). Financing and moral support come from Turkey and Qatar...
Operation and of Misrata and some other towns in the west of the country such as Gharian and Zawia, who in turn control the capital, but its ability to govern even in those areas is as considered minimal.

The split in the country was further evidenced yesterday with demonstrations in Zintan in favour of the House of Representatives and a statement from elders and tribal leaders in Ajdabiya stating their support for the Tobruk-based parliament. The latter, according to the Libyan news agency LANA, demanded the HoR form a new government as soon as possible and that the Ministry of Defence and General Staff be reformed and the police force be reactivated.

It is reported from Zuwara that there is deep dissatisfaction there that no Amazigh were included in Hassi's selection of ministers. Talks are said to be taking place on the issue.
