#4  It's low level terrorism permitted by the left in and from the inner cities. Since they haven't spent hundreds of billions smartly other than to buy off the teachers unions and bureaucracy which failed to end the self destructive behavior of those inhabitants, the left accepts the daily price extracted among the remaining productive citizenry that hasn't fled yet.
