| #3 The "Earned Income Tax Credit" enabled welfare payments to be migrated to Form-1040 and the IRS. Can't blame immigrants from taking advantage of a perfectly "legal" IRS mechanism now can we ? |

| #2 Clearly ignoring the linkage between government subsidies in communities that have a large amount of births (particularly out of wedlock) versus government penalties among communities (particularly in wedlock) that have a decrease in births. |
