"Our forceful actions prevented an attempted act of terror in the capital," the National Anti-Terror Committee said in a statement.
The statement said the men, all three of them ethnic Russians, were detected on the outskirts of Moscow. A shootout erupted during their attempted arrest which left a Russian federal security official lightly injured.
