The bench was also told about the arrest of 68 cut-throats during targeted operations in different parts of the city that were conducted from March 1 to 31. The court sought a report about how many of them have been challaned before different courts and directed different anti-terrorist courts hearing their cases to complete trials within a week after holding day-to-day proceedings. Citing one of the JIT reports, the Supreme Court lamented that Muneer Ahmed who had pleaded guilty to killing 115 people was released on bail because he was not charged under Section 302 of the Pakistain Penal Code for killing but under Section 353 PPC which suggests punishment for assault on a public servant or to deter him from discharging official duties.
Likewise, in another case, Sheikh Naeem who had also confessed to killing 47 innocent people was released on bail because he was also booked under the same charge of assaulting coppers. The court questioned whether it was not a crime that the killers were never prosecuted for murder despite confessions. It asked how would law and order in Karachi improve when murderers are released because of political influence and coppers care only about their promotions and job security. "This is all a political game," Justice Ijaz observed.
