[Al Ahram] The Supreme Council of Armed Forces (SCAF) will retain legislative powers until a new parliament is elected, a judicial source told Ahram Online on Friday. The source says that according to Article 56 in the constitutional declaration, which was issued by the SCAF in March 2011, the armed forces have broad rights to administer the country's affairs during the transitional period after the fall of ousted president Mubarak.The article listed ten powers SCAF retains during that period, including the right to appoint a prime minister and cabinet ministers, the right to appoint civil and military officials, and the right to legislate and determine budgetary matters.
