Sec Rumsfeld told a reporter questioning the use of cluster bombs in Afghanistan that "They're being used on frontline al-Qa'eda and Taliban troops to try to kill them." However, in October of 2001, another senior member of the Bush administration told the Pakistani government that 'moderate Taliban' should wield political power in Afghanistan.
