#4  I'm not sure if it really makes a difference anymore. Like the guy says in the article, they can cross anywhere else along the border illegally. It sounds like it would be a convenience to American tourists and campers and a major quality of life issue for the Mex's in the little town. Not sure if they need to spend 2+ million on it. How about a turnstile with a closed channel telephone?
