#3  I was suggesting something similar to this the other day. However, these type weapons do need complementary ones, like MOABs, that can punch deep enough to take out the bunkers themselves, not just their air vents.

A personal favorite, old technology but very appropriate, would be for the SKor to quietly install some hidden, disappearing carriage 16" coastal guns. With a range of 25 or more miles, anything near the border that could menace Seoul could be policed up before it could do very much damage. Even a rough miss would rattle whatever it was to pieces.
