The president of Israel is a ceremonial head of state, with less power than the queen of England. So President Perez can neither make commitments nor speak for the Israeli government; all he can do is express his own concerns and convey President Obama's to Israel's chief executive. To what great lengths Barack Obama's hatred of Benjamin Netanyahu carries him, to be sure.
