[Kyodo: Korea] Seven key U.N. members on Wednesday struck a final deal over the text of a Security Council resolution over North KoreaŽs second nuclear test, featuring additional financial sanctions and the stricter enforcement of North Korean cargo inspections. The five permanent members -- Britain, China, France, Russia and the United States -- plus Japan and South Korea submitted the paper to the 15-member Security Council, which was convened shortly after the deal was cut.
