#2  It could be the DoJ, or the WH. Or it's that the FBI has become a risk-averse organization. In any case, law enforcement is a priority over domestic surveillance/intelligence ops.

#1  Some question remain. The shooter was well known to the FBI. The shooter recently trained at the same Yemeni facility as Taliban Johnny. Was he or was he not under surveillance? What exactly was his status at the FBI, BATF, local law enforcement, etc? Where did his weapons and ammunition come from? Has DOJ pulled the Bureau back from surveilling home-grown, Black Muslim terrorists?
