#9  From the 1980s on, Japan has had the plutonium, the technicians, and the military technology to build very sophisticated thermonuclear weapons. Last declassified report I saw said it would take the Japanese 6 weeks to begin production from first approval, and that they would have 250 5-10 megaton warheads within 6 months.
Another point is that Japan launches its own satellites and if you can put TV satellite in a stable orbit, you can deliver nukes on time and in the proper place with the same rocket/missile.

#8  Seriously, if Japan quietly sent word to China that it was going to develop nukes in response to the Nork tests, China would have no choice but to get tough on Kim.

And don't think it would be an idle threat. Japan has the technology to go nuclear (even thermonuclear) and develop a sophisticated delivery system pretty darn quick. For that matter, the same is true of South Korea.

Our assurances mean nothing, and probably delay a real solution to the problem.
