#2  Given the fine performance of our intel agencies, what makes you think they haven't already? That is in the end the problem of useless and endless UN resolutions and strongly worded statements, it makes concerned parties look out for their own good even if it means going technically rogue. Feeble actions means power flows to other venues for application.
