| #1 They may do it at the national level, but it won't matter. China is becoming a confederacy of its provinces, each of whom are increasingly blowing off national government mandates and doing what they want. And one of their biggest tools for provincial control has become the one-child policy. It is carte blanche to mess with disliked batches of people in group punishment. |
