| #3 I believe it was CNN > many Cuban govt. bureacrats and commercial employees, instead of working for their usual US$15.0 per month average wage, prefer instead to go outdoors and do their own thing, AND NOT BOTHER WITH PAPERWORK, STATE JOBS, OR ANYTHING ELSE.
