#2 Al Qaeda has not only failed in its attempts to trigger region-wide uprisings against the Middle East’s secular governments, it has also lost the ability to launch strategically meaningful attacks — that is, attacks resulting in policy shifts by its targets. Though its strategic alliance with the media, academic and celebrity elites of the West provides it with the leverage it had lost through military defeat. |
