![]() Under the new regulations certification by the House Speaker gives full legality to any law enacted by parliament. Previously under the 1990 Nepalese constitution, the king, as head of state, had to sign the bill to make it a law. The set of new regulations also said that the successor to the Nepalese throne would be determined by parliament and not by the Privy Council, which the parliament dissolved under the new regulations. The new regulations also mean that the parliament sessions will be summoned by the Prime Minister. Under the 1990 constitution, the king in consultation with the Prime Minister called the parliament meetings.
