The United States has approved a plan to establish military relations with Libya.

They said this would include U.S. training of Libya's military and security forces as well as weapons exports. "The key would be the removal of Libya as a terrorist state," an official said. "Until that point, everything would remain on paper." Officials said U.S. European Command has been discussing the issue with Libyan military chiefs.
