Much in internationally said these days about the reform of UN and democracy. Such slogans are popular ones that nobody refuses, except a dictator or a reactionary. the dictator rejects democracy and the reactionary rejects reforms, but the whole issue would be unacceptable to all if it is just an issue of propaganda or eclecticism, i.e a rightful word steered for false hood . In other words, to achieve other objectives and not reform and democracy. If we are serious in tackling with reform an democracy on the international level, we have to start with reform of the head of the world and to achieve democracy therein. The head of the world is UN organization . the UN General Assembly is the haven of the world parliament. Unless we reform the world parliament and make it a democratic one, it is unacceptable to respond to nay demand for reform and democratization of a demostic parliament or government anywhere in the world. But who to reform the General Assembly ( the World Parliament ) and make it a democratic one. The issue is too obvious, it is to vest on this international parliament the same competences of any congress (parliament) in any classical democratic state i.e it should be the legislation instrument the security council becomes the executive instrument and the International Court of Justice is the judicial authority.
