Yes it is to fire training artillery rounds in Germany . The veichle there is an PZH2000 the German build self propelled artillery that replaced US made M-109.

#3  It's a boom-ometer. Don't crawl into the thing for maintenance unless you perform a lockout of the tracked vehicle with the barrel, and park it away from the boom-ometer.

#1  First of all, that isn't a tank. Most likely, it is a device to do high-speed analysis of a round as it is fired. It *could* be visual, sound, or muzzle-blast effects measuring.
