A 16-member UN reform panel is expected to submit its recommendations to Annan by December concerning the expansion of the Security Council, adding nine more members, five of which will be new permanent members. The veto issue has not been resolved...
Nations that want a vote (and a veto) include Japan, Germany, Nigeria, India and Brazil--all of whom are strongly opposed by someone. The bottom line is that a voting/veto country must have three things: a powerful economy, a powerful military, and a willingness to use both for national and international ends. |
