#1 Chinese History 101 - the emperors gather great power, the system becomes corrupt, the government falls and is replaced by regional authorities, one eventually displaces all others to become emperor. Repeat. With all the concern about future Chinese power projections in the region and world, the observers seem to keep overlooking this pattern. Its all about timing.
