Analysis: Putin’s Kyoto ’nyet’
2004-05-19
Russkies turn out to be useful after all
By PETER LAVELLE, MOSCOW (UPI) May 18, 2004
With Russia expected to announce its decision on whether to ratify the Kyoto Protocol on global warming, advice being given to President Vladimir Putin suggests the Kremlin will confine the pact to the dustbin of history.

Sigh. It’s "consign", Peter, not confine. I blame the editor:

Verb. From the Middle French "consigner", from Latin "consignare", from con- + signum (sign, mark, seal)

1 : to give over to another’s care
2 : to give, transfer, or deliver into the hands or control of another; also : to commit especially to a final destination or fate
3 : to send or address to an agent to be cared for or sold
