Attkisson: CIA Under Brennan Spied on USCITS (US Citizens) Intel Whistleblowers, Congress
[Breitbart] Investigative journalist Sharyl Attkisson writes in the Hill that the Central Intelligence Agency (CIA) has been using its surveillance on American citizens "for the better part of two decades, if not longer."

"Maybe you once thought the CIA wasn’t supposed to spy on Americans here in the United States," said the Emmy-winning investigative journalist. "That concept is so yesteryear." She points to newly declassified 2014 documents which "reveal the CIA not only intercepted emails of U.S. citizens, but they were emails of the most sensitive kind," namely about whistleblowers:

The disclosures, kept secret until now, are two letters of "congressional notification" from the Intelligence Community inspector general at the time, Charles McCullough. He stated that during "routine counterintelligence monitoring of government computer systems," the CIA collected emails between congressional staff and the CIA’s head of whistleblowing and source protection.

McCullough was concerned about the "potential compromise to whistleblower confidentiality, and the consequent ’chilling effect’ that the present [counterintelligence] monitoring system might have on Intelligence Community whistleblowing."

11yo suspected of fatally shooting grandmother, himself over cleaning his room
[RT] An 11-year-old boy is believed to have fatally shot his 65-year-old grandmother and then himself after he was asked to clean his room, according to Arizona police.

The Maricopa County Sheriff’s Office said they received a call from a man in Litchfield Park claiming his grandson killed his wife before turning the gun on himself just after 5pm on Saturday, reports the Arizona Daily Independent.

Doyle Hebert said the couple had full custody of the boy and claims he snapped after the child’s grandmother, Yvonne Woodard, repeatedly asked him to clean his room and pick up after himself throughout the day.

Hebert alleges that his grandson shot Woodard in the back of the head after they had sat down to watch TV. He claims that after his wife was shot, he chased his grandson briefly before returning to help her, which is when he heard the second gunshot and watched his grandson take a few steps before falling to the ground.

Sergeant Joaquin Enriquez told KTVK that the gun belonged to Hebert, and the boy had shown no previous signs of violence or self-harm. An investigation is ongoing.

Serial killer Andrew Urdiales found dead on San Quentin's death row
[KGTV10} A serial killer and former Camp Pendleton Marine who was sentenced to the death penalty may have killed himself at San Quentin State Prison Friday, prison officials said.

Andrew Urdiales, 54, was found unresponsive during a security check of his cell late Friday night, according to staff members. Correctional officers performed CPR but Urdiales was pronounced dead less than an hour later.

An autopsy will be performed but his death is being investigated as a suicide, officials said. An Orange County jury sentenced Urdiales to death one month ago for the murders of five women in San Diego, Mission Viejo, Palm Springs, and Cathedral City in the 1980s and 90s. Urdiales had been previously convicted of killing three Illinois women in the 1990s.

Urdiales' victim in San Diego, 31-year-old Maryann Wells, was shot in the head in a deserted industrial complex on Second Ave. in downtown San Diego in 1988. Investigators said Urdiales had sex with Wells then took back the $40 he had paid her. Urdiales left behind a condom that eventually provided a DNA link, implicating him in the case.

#1  The piece continues:
"Another death row inmate was found dead Sunday night at San Quentin. Virendra Govin was convicted of killing four people by setting their home on fire in 2004. Govin's death is also being investigated as a suicide. Prison officials do not believe it was related to the death of Urdiales."

Methinks either (1) a newfangled manner of "checking out" is making it through the GP; and/or (2) The staff at UCSF north is somewhat wanting in the attention department.

Indian villagers crush tigress to death after she killed man
[ENGLISH.ALARABIYA.NET] Villagers in northern India have crushed a tigress to death with a tractor after she killed a man, officials said Monday.

Forest officer Mahavir Kaujlagi said that villagers had circled around the tigress after it killed a man working on farmland late Sunday. When the tigress tried to escape, the villagers crushed it under the wheels of a tractor.

Villagers say the tigress also injured a youth in an attack about 10 days ago.

The village is inside the core zone of the Dudhwa Tiger Reserve in Lakhimpur Khiri area, some 250 kilometers (155 miles) southeast of Lucknow, the state capital of Uttar Pradesh.

Killing a tiger in protected areas is illegal, and the reserve’s director, Ramesh Pandey, said a case under the Wildlife Protection Act would be registered with police against the offenders.

In April, villagers in the state’s Nighasan area beat up a tiger, causing serious injuries to the big cat.

The tiger is India’s national animal and it is categorized as endangered under the Wildlife Protection Act.

Government data last year showed at least one person killed per day in conflict with a wild tiger or elephant for the previous three years.

The human conflict with tigers has gradually increased since the 1970s, when India started a tiger conservation program that carved out sanctuaries in national parks and made it a crime to kill a big cat. Though methods for counting tigers have changed, a census suggests the population of about 1,800 tigers then grew to 2,226 in 2014.

79 school pupils abducted in restive anglophone Cameroon
[PULSE.NG] Seventy-nine school students were kidnapped on Monday in an English-speaking region of Cameroon
...a long, narrow country that fills the space between Nigeria and Chad on the northeast, CAR to the southeast. Prior to incursions by Boko Haram nothing ever happened there...
where separatists are fighting an armed campaign for independence, a government source said.

The students were kidnapped along with their principal, a teacher and a driver, the official said, as a source at the school confirmed the kidnapping of the pupils.

They were enrolled at the Presbyterian Secondary School in Bamenda, capital of Cameroon's Northwest Region -- one of two regions hit by attacks by anglophone murderous Moslems that have met with a brutal crackdown by the authorities.

"The search for the hostages has been launched -- every man has been called in," the government source said, speaking after a crisis meeting.

The kidnapping -- the gravest incident so far in 13 months of unrest -- coincides with an upsurge of political tensions in the majority French-speaking country.

It comes after elections on October 7 that saw President Paul Biya, 85, who has ruled the country with an iron fist for 35 years, secure a seventh term in office.

Biya was credited with 71.3 percent of the vote, although the ballot was marred by allegations of widespread fraud, low voter turnout and violence.

Britain
Focus on cities 'risks overlooking small towns'
[BBC] Welsh towns could be overlooked because of the heavy focus on cities and regions, according to the Federation of Small Businesses (FSB).

It has called for a new fund to support towns to develop their own strategies.

It also says trying to attract big department stores is a "weak strategy" given the current problems experienced by House of Fraser and Debenhams.

It comes as the Welsh Government launches a campaign to encourage the public to support the retail sector.

The FSB says the focus on city deals with financial backing for the regions around Cardiff and Swansea Bay risks ignoring small towns where 40% of the population lives.

Vacancy rates were 13% in town centres in Wales in 2017 compared with 11.1% in England and 11.9% in Scotland.

Ben Cottam, from the FSB, has written to the Finance Secretary Mark Drakeford highlighting the UK chancellor's Budget announcement of two initiatives to help high streets in England - a business rate relief element and the "Future of the High Streets Fund".

Ex-Brazil President Lula calls for release, accuses judge of bias
[Al Jazeera] Former Brazil President Luiz Inacio "Lula" da Silva has challenged his corruption conviction, arguing that the judge behind his conviction has "proven his bias" by accepting a cabinet post under a political rival.

The petition filed on Monday with Brazil's highest court asks Lula, who is currently serving a 12-year sentence, to be freed and his conviction overturned.

Lula's plea came days after president-elect Jair Bolsonaro announced Judge Sergio Moro as the next justice minister of the South American country.

Lula's lawyers have long argued that Moro was biased and that charges against the former president were trumped up to keep him from running for the post again.

Lula was leading the run-up to the deeply polarised election this year, but his conviction in a corruption case prevented him from running.

Brazil's "Clean Slate" law forbids people with serious criminal convictions from standing for office within eight years of being found guilty.

Europe
Legal doping: Cannabis in beer experiencing a high in Germany
[The Local de] Beer with cannabis is experiencing a high in Germany. And it can be produced within the law, as long as the THC content - the active ingredient in cannabis - doesn’t exceed legal limits. We spoke to the brewers making hemp beer.

For a short while on the island of Usedom in the Baltic Sea, small-brewer Jan Fidora has been brewing beer with cannabis. He successfully advertises as "Mellenthiner Cannabis" and the 1000 litres he brewed in autumn sold out in almost three weeks.

He has since announced that he will triple his production in 2019. But the brewer doesn’t see himself as the trailblazer for the controversial legalisation of cannabis. In fact, the hotelier and brewer asserts that he is against drugs.

French Citizens Aren't Particularly Happy To Be The Ones To Pay For ‘Climate Change' Initiatives
PARIS (Reuters) - French President Emmanuel Macron said he would not back down from a hike in fuel tax, despite plans for nationwide protests this month and his personal popularity reaching a new low.

Drivers are planning blockades and go-slows across France on Nov. 17 to protest against higher fuel prices, which have increased by up to a third in the past year, making Macron’s claim to help hard-working people harder to defend.

In a bid to fight climate change, his government has voted increases in a carbon tax and decided in particular to ramp up the price of diesel, the most commonly used car fuel in France.

But the increases, decided in late 2017 at a time crude oil prices were hovering under $50 per barrel, have become more painful for consumers after oil surged to over $85 last month. The issue has helped drive Macron’s popularity to as low as 21 percent in a poll published last week.

The president, who has launched a seven-day tour of northeastern France, said he has no plan to back down.

"I prefer taxing fuel to taxing labor. People complaining about rising fuel prices are the same ones who complain about pollution and how their children suffer," he told regional newspapers in the area, in an interview published on Monday.
