Convicted Cop killer Ricky Dubose gets it right, saves Georgia taxpayers a shi* load of money
JACKSON, Ga. (AP) — A Georgia man who was recently sentenced to death in the killings of two corrections officers during an escape attempt five years ago has died in prison of an apparent suicide, corrections officials said.

Prison guards found Ricky Dubose unresponsive in his cell at the Georgia Diagnostic and Classification Prison in Jackson around 4:45 p.m. Sunday, according to a Department of Corrections news release. The guards called for medical help and began rendering aid. The coroner at the prison declared Dubose dead at 5:56 p.m.

Dubose, 29, was sentenced to death June 16 after he was convicted of murder in the June 2017 shooting deaths of Sgt. Christopher Monica and Sgt. Curtis Billue.

Dubose and Donnie Rowe were being transported between prisons along with other inmates when they killed the two guards and escaped from the bus in Putnam County, southeast of Atlanta, on June 13, 2017. They were arrested days later in Tennessee.

Dubose was accused of firing the gun that killed the officers after he and Rowe slipped out of handcuffs and burst through an unlocked gate at the front of the bus. Prosecutors say Dubose grabbed one of the officers’ weapons and shot Monica, the guard, and then Billue, the driver, both in the head. Security cameras on the bus recorded the violent escape and roughly 30 other prisoners witnessed the killings.

Rowe was convicted of murder in September. A judge sentenced him to serve life in prison without parole after jurors couldn’t agree whether he should be sentenced to death.

The Department of Corrections is working with the Georgia Bureau of Investigation to investigate Dubose’s death, which is standard procedure.

The Times report details "a stealthy network of commandos and spies rushing to provide weapons, intelligence and training," based on US and European intelligence officials with knowledge of the operations. The report says Ukrainian forces are reliant on this Western clandestine network "more than ever" while outgunned by the Russians.

This comes months after investigative journalist Zach Dorfman's bombshell expose in Yahoo News which detailed how a prior 8-year long CIA covert program to train Ukrainian fighters helped provoke the Russian invasion. The only question that remained after that March report was the extent to which the CIA was still active in the ongoing fight against the invading Russians.

The new Times reporting confirms that the US program is not only active and ongoing, but appears larger in scale than previously thought given the CIA's close cooperation with the Ukrainians is happening both inside and outside the country, across multiple locations.

"Much of this work happens outside Ukraine, at bases in Germany, France and Britain, for example. But even as the Biden administration has declared it will not deploy American troops to Ukraine, some C.I.A. personnel have continued to operate in the country secretly, mostly in the capital, Kyiv, directing much of the vast amounts of intelligence the United States is sharing with Ukrainian forces, according to current and former officials," the report indicates.

It appears much the CIA's work in Ukraine is centered on coordinating intelligence with local intel services and counterparts. "Few other details have emerged about what the C.I.A. personnel or the commandos are doing, but their presence in the country — on top of the diplomatic staff members who returned after Russia gave up its siege of Kyiv — hints at the scale of the secretive effort to assist Ukraine that is underway and the risks that Washington and its allies are taking," NY Times continues.

Russia is set to default on its foreign-currency sovereign debt after bond holders reported the Kremlin missed two payments late Sunday, per the Wall Street Journal.

Why it matters: This is the foreseeable outcome of sanctions imposed due to the invasion of Ukraine, even though Russia had successfully pushed off the inevitable for months. For now, the default is mostly notable for its symbolism as Russia's first foreign debt default since 1918, reflecting the country's international pariah status and crumbling economy.

Our thought bubble, via Axios' Felix Salmon: Bond defaults normally happen because the issuer doesn't want to make the payment. In this case, Russia was clearly willing to do so; it just wasn't able to.

The big picture: Russia hasn't defaulted on international debts since the Bolshevik Revolution, though it defaulted on domestic debt during a financial crash in 1998.

  • Russian officials have struggled with payments on $40 billion of outstanding bonds since the U.S. and allies moved to impose sanctions on the country after Putin's forces launched their invasion last February.
  • Russia's President Vladimir Putin signed a decree last week for a temporary measure giving the government 10 days to pick banks to handle payments under a new scheme, indicating Russia will regard its debt obligations fulfilled by paying bondholders in rubles, Reuters reports.

What to watch: Although the deadline passed for Russian officials to meet a 30-day grace period on interest payments that were originally due on May 27, it could be a while before a default is confirmed, AP notes.
