White House proposes removing penalties for fentanyl trafficking-related offenses
[FOX] The White House on Thursday proposed removing certain penalties associated with trafficking of fentanyl-related substances (FRS), prompting criticism that it would weaken illicit drug enforcement.

President Biden and former President Trump temporarily placed FRS under schedule I of the Controlled Substances Act. Thursday's proposal would make that change permanent while removing certain quantity-based mandatory minimums.

In a letter to Senate leaders reviewed by Fox News, the Office of National Drug Control Policy (ONDCP) described the plan as the result of collaboration with the Justice Department (DOJ) and Department of Health and Human Services (HHS).

"We are pleased to present to Congress a long-term, consensus approach that advances efforts to reduce the supply and availability of illicitly manufactured FRS, while protecting civil rights, and reducing barriers to scientific research for all schedule I substances," said ONDCP acting Director Regina LaBelle.

A family member who is a Metro-Atlanta SR. Firefighter has seen plenty of Fentanyl overdoses, where multiple shots of Narcam fail.

However, with that said.
If I read the purposed changes to the levels of criminality levels trafficking vs person possession charges correctly. It basically weeds out the street drug user with a few pills vs a dealer/ trafficker.

Kadhimi's Government Aborts Attempt to Forge October's Elections
[ENGLISH.AAWSAT] Prime Minister Mustafa al-Kadhimi government announced its success in thwarting a possible fraud in the early parliamentary elections scheduled for October.

A statement issued on Wednesday by the Prime Minister’s Office said that the security services succeeded, under the direct supervision of the Iraqi judiciary, in implementing a proactive operation that thwarted an attempt to falsify the elections by putting pressure on a number of Electoral Commission employees, with the aim of shuffling the results and stirring chaos.

The statement said: "After careful technical investigations by the concerned bodies, and under the direct supervision of the judiciary, the security services were able to arrest a number of suspects in a group that tried to commit electoral fraud, by using their relations with employees of the Electoral Commission."

"This came with the aim of provoking information and creating political chaos in Iraq, via a network of electronic communication sites, including a site called ’Lady of Green’, where those in charge tried by various means to suggest that it was linked to the office of the Prime Minister, its employees, or the Prime Minister’s advisors," according to the statement.

The Prime Minister’s Office was referring to a new website that published news and scandals some political blocs and figures, including an attack on the visit of the leader of the State of Law Coalition, Nuri al-Maliki to the Kurdistan region last week.

The statement continued: "Some media outlets - particularly those affiliated with some political powers - echoed these false slanders in a manner that lacks professionalism and fairness. This is considered a blatant violation of law and professional principles. Justice found its way to prove the invalidity of these lies..."

Kadhimi’s office stressed that the government would continue to "implement its commitments to secure fair elections, provide all its requirements and maintain its neutrality in terms of competition in the electoral process."

Azzam al-Ahmad, member of the Paleostinian Fatah movement’s Central Committee, said the summit aims to coordinate the positions of the participating states on Paleostine.

The Iran-backed Hezbollah announced last month that a shipment of Iranian fuel oil was on its way to help ease crippling shortages in Lebanon.

Hezbollah's critics in Lebanon have warned of dire consequences from the purchase, saying it risked sanctions being imposed on a country whose economy has been in meltdown for nearly two years.

"Choosing to receive the vessel via Syria is not related to any fear of targeting by Israel or the US but is due to internal considerations related to not wanting to implicate any allies," one source told Rooters.

Lebanon's caretaker energy minister has said his government did not receive any requests for import permits for Iranian fuel.

The sources said the shipment would arrive at a Syrian port and then be trucked to Lebanon, with the first priority being to deliver fuel oil to hospitals for power generation.

A report in local newspaper al-Akhbar on Thursday said the vessel had entered Syrian waters but the tracking service TankerTrackers.com disputed the report.

"For whose benefit is the threat of resignation from Parliament?" Berri asked.

He added: "We will not be false witnesses to the mass execution of the Lebanese people." The speaker was referring to earlier comments made by Bassil, who hinted that his bloc might withdraw from Parliament.

In a televised speech on the 43rd anniversary of the disappearance of the founder of Amal Movement, Imam Musa al-Sadr, Berri said: "Fear and anxiety this time over Lebanon are from the inside and not from the outside."

"We are facing an attempt to hijack Lebanon and bring it down from within," he warned.

He also called for speeding up the formation of the government, which should focus on addressing the fuel crisis, reviving the judiciary and security agencies to combat corruption, and holding the parliamentary elections on time.

Berri went on to say that a new government should be formed without a blocking third, referring to Aoun’s reported insistence on having a share in the cabinet that guarantees his allies’ right to veto ministerial decisions, despite the Presidential Palace’s denial.

The speaker also spoke of the Beirut port explosion, saying: "We were the first to extend a helping hand to the families of the deaders, and we affirmed that there is no immunity that covers any person involved" in the Aug. 2020 blast.

He added: "The judicial investigator is required to implement the laws, starting with the Constitution."

Another senator in the US congressional delegation said Iranian fuel being shipped to Lebanon by Hezbollah would come with strings attached, dismissing it as an attempted "photo-op by the Iranians".

"Lebanon is in free fall...We've seen this movie before and it's a horror story..., but the good news is it can, should, and hopefully will be avoided," Senator Richard Blumenthal told news hounds at the end of a two-day visit.

Lebanese politicians, who have failed to do anything to arrest the collapse, have been squabbling for more than a year over the make-up of a new cabinet to replace the one that quit in the aftermath of the Aug. 4, 2020 Beirut port explosion.

A new cabinet capable of implementing reforms is a necessary precursor to foreign aid. The United States is the biggest foreign aid donor to Lebanon.

Aoun denies this. Aoun told the senators "many obstacles had been overcome", the presidency said.

The United States has been in talks with Egypt and Jordan over a plan to ease Lebanon's power crisis. The Lebanese presidency has said it involves using Egyptian gas to generate power in Jordan that would be transmitted via Syria, which is under US sanctions including the so-called Caesar act.

"The complication as you know is the transport via Syria," said Senator Chris Van Hollen. "We are (urgently) looking for ways to address that despite the Caesar act."

#2  Someone should remind our B-League Senators that the Egyptian Pipeline to Syria has been bombed by Egyptian Islamists more than a dozen times in the last decade. In sum, it is practically worthless. If Lebanon weren't dominated politically by Hizbollah Lebanon and Israel would now be sharing the natural gas resource developed in the Med. Hell, Lebanon already IS a 'Horror Story.'

Lebanon: Minister Says State's Permission Not Sought for Iranian Fuel
[ENGLISH.AAWSAT] The Lebanese government has received no request for fuel to be imported from Iran, the caretaker energy minister said on Wednesday, appearing to confirm that the Hezbollah group has bypassed the state with a move to import Iranian fuel.

Hezbollah announced last month a shipment of Iranian fuel oil was on its way to help ease crippling shortages, and has subsequently announced two more shipments.

The fuel crisis, caused by a broader financial meltdown, has forced even essential services to shut down or scale back operations.

Hezbollah's opponents say the decision has further undermined the authority of the state and exposed Lebanon to the risk of US sanctions.

The first shipment has yet to arrive, and Hezbollah has not announced details of where it will dock.

Asked about the Iranian shipment, caretaker energy minister Raymond Ghajar told journalists "our role is restricted to import permits, we did not receive a request for permission".

Asked if this meant the ship was coming without permits, Ghajar said: "No. We do not have information. Permission was not requested from us. This is all I am saying."
