More charges filed against alleged King Soopers gunman Ahmad Alissa
[NYPOST] The 21-year-old Colorado man accused of killing 10 people, including a police officer, in a Boulder grocery store shooting has been hit with more than 40 new felony charges.

The charging document lists 19 new victims — including 11 law enforcement officers — whom Alissa is accused of trying to kill when he shot up the grocery chain on March 22.

Prosecutors allege he tried to kill them either intentionally or through "extreme indifference" to their lives.

The accused gunman also faces 10 new counts for allegedly using a large-capacity magazine, which was banned by state politicians in response to recent mass shootings.

Alissa was already facing 10 first-degree murder counts in connection with the shooting.

US troops in Afghanistan begin packing gear in pullout prep
[AlAhram] There have been indications that the pullout could be completed well before Sept. 11, which marks the 20th anniversary of the al-Qaeda terror attack on the US and the trigger for the US invasion of Afghanistan

The US military has begun shipping equipment and winding down contracts with local service providers ahead of the May 1 start of the final phase of its military pullout from Afghanistan, a US Defense Department official said Thursday.

US Pledges $300M in Aid to Afghanistan
[ToloNews] The Biden administration hopes to send almost $300 million in extra civilian aid to Afghanistan this year, Secretary of State Antony Blinken announced Wednesday.

The assistance, he said, was announced at the quadrennial donors’ conference in November 2020 as potentially being available at a future date, "is being made available now to demonstrate our enduring support for the Afghan people."

"The funding will be targeted at sustaining and building on the gains of the past 20 years by improving access to essential services for Afghan citizens, promoting economic growth, fighting corruption and the narcotics trade, improving health and education service delivery, supporting women’s empowerment, enhancing conflict resolution mechanisms, and bolstering Afghan civil society and independent media," according to statement by US Department of State.

As the United States begins withdrawing our troops, we will use our civilian and economic assistance to advance a just and durable peace for Afghanistan and a brighter future for the Afghan people, the statement said.

This comes as Biden announced that all troops will leave Afghanistan by Sept. 11, ending the longest war in US history.

Southern Africa: Limited Legal Options for SADC Military Action in Cabo Delgado
[All Africa] The five-day terror attack on the coastal town of Palma last month once again stressed the severity of the conflict in Mozambique's Cabo Delgado province. In its fourth year, the insurgency shows no signs of dissipating and exposes Mozambique's lack of political will to address the problem. It also reveals the Southern African Development Community's (SADC) difficulties in crafting a regional response.

The bloc's communiqué after its 8 April meeting in response to the Palma assault said the 'heinous attacks cannot be allowed to continue without a proportionate regional response.' The meeting mandated an immediate 'SADC Organ technical deployment' to Mozambique.

While it remains unclear what the technical deployment means or aims to achieve, the communiqué suggests a SADC military response is being considered. Another meeting is planned for 28 and 29 April.

Nigeria: Govt Mum On Pantami's Alleged Past Link With Taliban, Al-Qaeda
[All Africa] The federal government has refused to comment on the reported past link of the Minister of Communication and Digital Economy, Dr. Isa Pantami, with the Taliban

Also, the demand by the Minority Leader of the House of Representatives, Hon. Ndudi Elumelu, for the sack or resignation of the minister for once backing activities of Jihadist leaders and deadly Islamic sects, was yesterday blocked by the Speaker of the House of Representatives, Hon. Femi Gbajabiamila.

The Federal Executive Council (FEC) at its weekly meeting yesterday did not discuss the issue of the minister whose alleged previous link with al-Qaeda and Taliban, had recently led to calls for his removal from the cabinet by President Muhammadu Buhari.

The Information and Culture Minister, Mr. Lai Mohammed, told news hounds after the FEC meeting presided over by President Buhari that the issue was not raised at the meeting.

Mohammed said: "I'm not going to go into the issue of whether government is comfortable or not. I will answer your questioned directly. It was not discussed at the council meeting."

Pantami was one of the ministers who attended the council meeting virtually from their various offices in Abuja. He had been embroiled in controversy over his past comments endorsing both terrorists' organizations, though he had renounced the views.

He said during his daily Ramadan lecture at Annor Mosque in Abuja last Saturday that he now knows better about some of the comments he made in the past, adding that the campaign for his removal is politically motivated.

Pantami said: "For 15 years, I have moved round the country while educating people about the dangers of terrorism. I have traveled to Katsina, Gombe, Borno, Kano states and Difa in Niger Republic to preach against terrorism. I have engaged those with Boko Haram

Chad: Junta Allows Slain Leader's Cabinet to Continue Working
[All Africa] Chad's Transitional Military Council is backing down and is reviewing the measures it took just a day ago by allowing ministers in the government of slain leader Idriss Deby to continue working.

In a statement on Wednesday evening, the junta also reviewed curfew hours, reopened borders and said all officials on duty before President Deby's death would serve until new elections are held.

The Transitional Military Council said it will allow ministers to ensure "the continuity of public services until the installation of the new transitional government".

It said they should "continue to deal with current affairs and cannot take any new measures relating to the assignment, appointment of personnel, expenditure commitments, reform of vehicles".

It is not known why this turnaround, just a day after these steps were taken.

STAY INDOORS
As the news of the death of President Idriss Deby Itno was made public, Chadians learnt from the new authorities that they will stay indoors for most of the days. Now the curfew hours have been reduced to between 8pm and 5am.

The Transitional Military Council had decided to dissolve the government and the National Assembly and institute a 14-day national mourning throughout the country.

The council nevertheless intends to lead the country for an 18-month transition period at the end of which "democratic" elections will be organised.

In N'djamena, opponents of Deby Itno's regime gathered to pressure the new leaders to convene a dialogue that would bring all Chadians together.

The junta appointed Deby's son, Mahamat Deby, as interim leader who will head the military council for 18 months, leading a group of 69 officials he handpicked.

On Wednesday, the council said Deby junior will perform duties of the "president of the republic." It was an apparent climb-down from tough talk the previous day when the council announced that President Deby had died from gunshot wounds sustained in a battle front a day earlier.

The group that is responsible for the death, known as the Front for Change and Concord in Chad (Fact) warned it will target the capital to eliminate what it called a "monarchy".

"On the margins of the meeting, Mevlut Cavusoglu will also hold bilateral meetings with his Afghan and Pak counterparts," it added.

In the meantime, Haneef Atmar, Afghanistan's foreign minister, has left Kabul for Istanbul this morning to attend the meeting.

At the meeting, the resumption of peace talks, the strengthening of a regional consensus in support of Afghan peace, the role of Turkey and Pakistain, and the strengthening of trilateral relations will be discussed, the Afghanistan foreign ministry said in a statement.

This comes as the US-backed Afghan peace conference in Turkey was postponed over non-participation by the Taliban

The US, Turkey, Qatar and UN have reportedly attempted to convince the Taliban to attend the planned meeting in Turkey.

But the group has insisted that the US first needs to implement the Doha agreement before the start of the Istanbul conference, meaning that the US needs to honor its agreement signed under the Trump administration to withdraw all US troops from Afghanistan by May 1.

The Afghan government on Tuesday said the list of a republic delegation for the conference has been finalized.

A high-level Afghan government official who spoke on condition of anonymity told TOLOnews that there is the possibility that a 15- or 17-member team will represent the Islamic Theocratic Republic of Afghanistan at the conference scheduled for April 24.

The High Council of National Reconciliation (HCNR) also confirmed the finalization of the republic's negotiating team.

[SHAFAQ] The security official of the Iraqi Hezbollah Brigades, Abu Ali al-Askari, stressed said that al-Hashd al-Shaabi will not be dissolved in any way, distancing the Brigades from any Iranian-Saudi negotiations in Iraq.

Al-Askari said in a tweet, "Al-Hashd al-Shaabi will not be dissolved, and if this happens, the Islamic Resistance® will absorb all Mujahideens, with all their classes and specializations."

"Everyone should know that we are not a part of any negotiations conducted by the Saudi entity in Iraq", he added.

It is noteworthy that Baghdad hosted Iranian-Saudi negotiations on the ninth of April, and another round of negotiations is expected to take place between the two parties.

Iran announced the shift to 60%, a big step towards weapons-grade from the 20% it had previously achieved, in response to a kaboom and power cut at Natanz last week that Tehran has blamed on Israel.

Iran's move complicated the current indirect talks with the United States on rescuing its nuclear deal with major powers. Washington pulled out and reimposed sanctions on Iran in 2018 under President Donald Trump

"On 21 April 2021, the Agency verified that Iran had changed the mode by which it was producing UF6 enriched up to 60% U-235 at PFEP," the report said, referring to the above-ground Pilot Fuel Enrichment Plant at Natanz and to uranium hexafluoride, the form in which uranium is fed into centrifuges for enrichment.

Iran was now using one cascade, or cluster, of IR-6 centrifuges to enrich to up to 60% and feeding the tails, or depleted uranium, from that process into a cascade of IR-4 machines to enrich to up to 20%, the report said. The IR-4 cascade was previously being used to enrich to up to 60%.

The ineffective International Atomic Energy Agency report did not say why Iran had made the change or say how many centrifuges are in each cascade. A previous report in February said there were 119 centrifuges in the IR-4 cascade and 133 in the IR-6 one.

The deal lets Iran produce enriched uranium but only at an underground plant at Natanz and only with first-generation IR-1 machines, which are far less efficient. It also caps the purity to which Iran can enrich uranium at 3.67%.

French Foreign Minister Jean-Yves Le Drian told the French politicians about the concrete proposals against the same people who have abandoned the general interest for their own personal interests.

Le Drian indicated that if the Lebanese politicians do not fulfill their responsibilities, "we will not hesitate to assume ours."

He added that the European Union cannot stand idly by while Lebanon is collapsing.

The minister warned senior Lebanese officials that the EU is currently exploring ways to exert pressure on those who stand behind obstructing a solution to the political and economic crisis in the country.

One of the main points of difference includes Aoun’s rejection of Hariri’s plan to choose some Christian members of the new government.

The Vatican said that during the meeting with Hariri, Francis expressed his solidarity with the Lebanese people who are "living in great difficulty and uncertainty, and recalled the responsibility of all political forces to urgently commit themselves to the benefit of the nation."

Francis is hoping that Lebanon can once again embody "the fortress of the cedars, the diversity that from weakness becomes strength in the great reconciled people," the statement said.

The Vatican didn't list the meeting on Francis' official agenda given that Hariri isn't yet in office; it was described by the Vatican as a private audience, not an official state visit that carries with it specific protocol.

Lebanon: Aoun Urges Calm after Judicial Dispute

warned against the destruction of property on Thursday after the removal of a judge from a financial corruption probe last week prompted her and her supporters to storm a currency exchange bureau.

Aoun made the remarks in a statement after a security meeting that included caretaker prime minister Hassan Diab, the interior minister and other officials.

On Wednesday, judge Ghada Aoun and others had stormed the offices of a foreign exchange dealer in Awkar in defiance of her removal from the investigation, with some of them breaking down doors.
