India continues bootstrapping Afghan society, one set of skills at a time, with each step pushing Pakistan and their pet jihadis ever so slightly farther to the periphery of things.

Libya to mobilize civilians after news of Turkish deployment
[AlAhram] Libya National Army (LNA) based in the country's east say they have called on citizens to take up arms against Ottoman Turkish troops if they deploy to fight against them in the country's ongoing civil war.

The statement came soon after The Sick Man of Europe Turkey
...Qatar's satrapy in Asia Minor...
's parliament authorized the deployment of troops to Libya to support their rivals, the United Nations
...a formerly good idea gone bad...
-backed government in Tripoli
...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn...
In a statement Thursday on Twitter, the LNA, led by commander Gen. Khalifa Haftar
...Self-proclaimed Field Marshal, served in the Libyan army under Muammar Qadaffy, and took part in the coup that brought Qadaffy to power in 1969. He became a prisoner of war in Chad in 1987. While held prisoner, he and his fellow officers formed a group hoping to overthrow Qadaffy, so it's kind of hard to describe him as a Qadaffy holdover. He was released around 1990 in a deal with the United States government and spent nearly two decades in the United States, gaining US citizenship. In 1993, while living in the United States, he was convicted in absentia of crimes against the Jamahiriya and sentenced to death. Haftar held a senior position in the anti-Qadaffy forces in the 2011 Libyan Civil War. In 2014 he was commander of the Libyan Army when the General National Congress (GNC) refused to give up power in accordance with its term of office. Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. Guess you can't win them all...
, said it was the people's "duty'' to fight to protect the homeland.

Libya's authorities in the east have several times throughout the war encouraged its citizens to take up arms and volunteer for police or military forces.

Militias are fighting on both sides of Libya's ongoing conflict.

The Tripoli-based government of Prime Minister Fayez Sarraj has faced an offensive by the rival regime in the east and forces loyal to Haftar. The fighting has threatened to plunge Libya into violent chaos rivaling the 2011 conflict that ousted and killed longtime dictator Muammar Qadaffy
...The late megalomaniac dictator of Libya, admired everywhere for his garish costumes, funny hats, harem of cutie bodyguards, and incoherent ravings. As far as is known, he is the only person who's ever declared jihad on Switzerland...
Fighting around Tripoli escalated in recent weeks after Hifter declared a "final'' and decisive battle for the capital. He has the backing of the United Arab Emirates and Egypt, as well as La Belle France and Russia, while the Tripoli-based government receives aid from Turkey, Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates. Home of nutbag holy manYusuf al-Qaradawi...
and Italia.

Turkey's parliamentary approval of a military deployment comes amid increased cooperation between the country and the UN-supported government in Tripoli. The recent escalation comes ahead of expected peace talks between the warring parties in Germany early this year.

Ghassan Salame, the UN envoy to Libya, said Ottoman Turkish troops on the ground would further disrupt chances for future peace, though he still expects the talks in Germany to take place in mid-January. He said interference by regional powers means that Libyans could lose control of their country's fate.

"The direct military involvement of member states in the Libyan conflict is escalating, inflaming, and protracting the conflict,'' he said via email.

It is just a longer drive to Tripoli and the Egyptians have allies in country to help with defending the logistical support.

Ilhan Omar threatens to 'step in and stop' Trump following Soleimani killing
[Washington Examiner] Rep. Ilhan Omar accused President Trump of trying to create a "distraction" by killing Gen. Qassim Soleimani in an attempt to ignite a war with Iran.

"So what if Trump wants war, knows this leads to war and needs the distraction?" the Minnesota Democrat said Thursday on Twitter. "Real question is, will those with congressional authority step in and stop him? I know I will."

The Grand Turk
Trump warns Erdogan against ‘foreign interference’ in Libya
[IsraelTimes] US President Donald Trump
...Perhaps no man has ever had as much fun being president of the US...
warns his Ottoman Turkish counterpart His Enormity, Sultan Recep Tayyip Erdogan the First
...Turkey's version of Mohammed Morsi but they voted him back in so they deserve him. It's a sin, a shame, and a felony to insult the president of Turkey. In Anatolia did Recep Bey a stately Presidential Palace decree, that has 1100 rooms. That's 968 more than in the White House, 400 more than in Versailles, and 325 more than Buckingham Palace, so you know who's really more important...
against any "foreign interference" in Libya, the White House says, after Ottoman Turkish politicians approved a military deployment to shore up the UN-backed government in Tripoli
...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn...
In a telephone call, Trump "pointed out that foreign interference is complicating the situation in Libya," White House front man Hogan Gidley says in a statement.

The government in Tripoli has been under sustained attack since April by military strongman General Khalifa Haftar
...Self-proclaimed Field Marshal, served in the Libyan army under Muammar Qadaffy, and took part in the coup that brought Qadaffy to power in 1969. He became a prisoner of war in Chad in 1987. While held prisoner, he and his fellow officers formed a group hoping to overthrow Qadaffy, so it's kind of hard to describe him as a Qadaffy holdover. Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. Guess you can't win them all...
, who is backed by The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire...
’s regional rivals ‐ Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
, Egypt and the United Arab Emirates.

Erdogan has repeatedly accused Russia of sending private mercenaries to support Haftar’s forces, though this has been denied by Moscow.

CNN's Anderson Cooper compares Qassem Soleimani to Charles de Gaulle
[Free Beacon] CNN anchor Anderson Cooper compared Qassem Soleimani, the head of the Iranian Revolutionary Guard Corps killed in an American airstrike on Thursday, to French president Charles de Gaulle, a leader of the French resistance against Nazi occupation during World War II.

"Soleimani is‐it's difficult to convey how revered he is in Iran. Imagine the French Foreign Legion, at the height of the French empire. This guy is regarded in Iran as a completely heroic figure, personally very brave," CNN host Fareed Zakaria said.

"I was trying to think of somebody, and I was thinking of de Gaulle, although he became the leader of the country," Cooper said.

Democrats call US killing of Iranian general ‘reckless'
WASHINGTON (AP) ‐ Democratic presidential candidate Joe Biden said Thursday that President Donald Trump has "tossed a stick of dynamite into a tinderbox" with the targeted killing of Iran’s top general in an airstrike at Baghdad’s international airport.

The former vice president joined other Democratic White House hopefuls in criticizing Trump’s order, saying it could leave the U.S. "on the brink of a major conflict across the Middle East."

The Pentagon said the U.S. military killed Gen. Qassem Soleimani, the head of Iran’s elite Quds Force, in Baghdad Friday at the direction of Trump. The attack is expected to draw severe Iranian retaliation against Israel and American interests. The Defense Department said Soleimani "was actively developing plans to attack American diplomats and service members in Iraq and throughout the region."

Vermont Sen. Bernie Sanders released a statement saying, "Trump’s dangerous escalation brings us closer to another disastrous war in the Middle East that could cost countless lives and trillions more dollars."

Democrats acknowledged the threat posed by Soleimani, with Massachusetts Sen. Elizabeth Warren calling him "a murderer, responsible for the deaths of thousands, including hundreds of Americans."

However, she added, Trump’s "reckless move escalates the situation with Iran and increases the likelihood of more deaths and new Middle East conflict."

Entrepreneur Andrew Yang tweeted: "War with Iran is the last thing we need and is not the will of the American people. We should be acting to deescalate tensions and protect our people in the region."

[DAWN] Five new cases of polio
...Poliomyelitis is a disease caused by infection with the poliovirus. Between 1840 and the 1950s, polio was a worldwide epidemic. Since the development of polio vaccines the disease has been largely wiped out in the civilized world. US airstrike that killed Qassim Soleimani of Iran violates human rights law, UN official says
STFU - UN out of the US
[NY Post] The UN special rapporteur on extrajudicial killing on Friday said the President Trump-approved drone strike against Qassim Soleimani, Iran's top general, violated international human rights law.

In a lengthy Twitter thread, Agnès Callamard said that "outside the context of active hostilities, the use of drones or other means for targeted killing is almost never likely to be legal," adding that the US would need to prove the person targeted constituted an imminent threat to others.

She also took issue with the justification for using drones in another country on the basis of self-defense.

"Under customary international law States can take military action if the threatened attack is imminent, no other means would deflect it, and the action is proportionate," she wrote.
These idiots are deranged
“The test for so-called anticipatory self-defense is very narrow: it must be a necessity that is ‘instant, overwhelming, and leaving no choice of means, and no moment of deliberation.’ This test is unlikely to be met in these particular cases,” she added.

Callamard noted that “an individual’s past involvement in ‘terrorist’ attacks is not sufficient to make his targeting for killing lawful.”

The French human rights expert also criticized the Pentagon’s statement about the airstrike.

“It mentions that it aimed at ‘deterring future Iranian attack plans.’ This however is very vague. Future is not the same as imminent which is the time based test required under international law,” she wrote.

Baghdad had been struggling to keep up its precarious balancing act between its allies Tehran and Washington as tensions spiralled following the US withdrawal from the 2015 nuclear pact with Iran.

Iraq signs deal to import electricity from Arab Gulf states
[Rudaw] Iraq is set to import 500 megawatts of electricity from Sunni Arab gulf countries before next summer, Iraqi Ministry of Electricity spokesperson a told state newspaper on Thurday.

Haider al-Abadi, spokesperson for Iraq’s Ministry of Electricity revealed that Iraq has signed a deal with the Arab Gulf Cooperation Council Interconnection Authority (GCCIA) for electricity imports in a Thursday report published by state-owned newspaper al-Sabaah.

The agreement is to "establish two power transmission lines of extreme pressure 400 KV, with the Gulf Interconnection Authority shouldering the cost of the building of the two lines".

The business deal follows pleas from the United States for Iraq to wean itself off of Iranian electricity imports.

According al-Abadi, the two transmission lines will span 300 kilometers across Iraq and Kuwait.

The idea of interconnectivity between regional countries’ electricity grids was first touted by outgoing Iraqi Prime Minister Adil Abdul-Mahdi in July.

The move will allow Iraq to initially import 500 megawatts of electricity at "competitive prices."

Iraq has long suffered from chronic outages and shortages of electricity, in a country where summer temperatures reach 50 degrees Celsius.

Electricity shortages have pushed protesters to take to the streets, especially in the summer of 2018, to demand better electricity and services.

War, corruption, insecurity and lack of investment have all together contributed to a deteriorating grid, leaving Iraqis at times with just five hours of national electricity per day. Privately owned generators set up in neighborhoods try to supplement the lost hours, making Iraqis pay twice for electricity.

To make up for the shortage in electricity production, Iraq has been importing electricity and gas to power its electricity stations from neighboring Iran, much to the ire of Washington, which has imposed crippling economic sanctions on Tehran.

Iran
...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979. exports 1200-1500 megawatts of electricity to Iraq on a daily basis, in addition to 38 million cubic meters of natural gas to feed several of Iraq’s power stations, according to Sayyid Hamid Hosseini, secretary general of Iran-Iraq Joint Chamber of Commerce.

The US has long hoped for Iraq to wean itself off of the Iranian imports, which are a source of cash for the regime it has sanctioned.

In summer of 2018, Iraq did report progress in the electricity sector with peak production previously unseen in the country. Nevertheless, it was still below demand.

Iraq has also signed deals with the German giant Siemens and the US Giant General Electric to overhaul its outdated grid.

1.35 million Iraqi IDPs returned home in 2019: Ministry of Migration
[Rudaw] 1.35 million Iraqi Internally Displaced Persons (IDP) returned to their homes in 2019, Iraq’s Ministry of Migration and Displaced announced on Wednesday.

In a statement by Ali Abbas, the head of the Ministry’s branches, "more than one million and 350 thousand IDPs", equaling roughly 240,140 families, have "returned from IDP camps in the provinces of the country to their original homes".

Anbar province received the most returnees, with 89,224 families returning to districts across the province, the statement said.

Saladin came second, with a total of 61,055 family returnees, and Nineveh Province with 44,383 returnees.

According to a November 2019 report by the United Nations
...a lucrative dumping ground for the relatives of dictators and party hacks...
Office for the Coordination of Humanitarian Affairs, 1.5 million Iraqis, of the original 6 million who were displaced from 2014 to 2017 due to the fight against the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS), remain in camps.

"Of the six million people displaced during the 2014-2017 conflict, humanitarian partners estimate that 4.1 million require some form of humanitarian assistance and that 1.77 million are in acute need. Of the people in acute need, 50 per cent reside in two governorates ‐ Nineveh and al-Anbar," said OCHA.

Many of the provinces, mainly Sunni provinces in northern and central Iraq, have not been able to secure enough funds to rebuild. According to the deputy governor of Saladin Saad Dhahir Qaisi, the Iraqi government is out of touch with the situation and approaches the destroyed areas "as if they were intact".
The historic Sunni vs Shiite silliness having an impact?
Due to unemployment, lingering destruction and insecurity, there have been instances of IDPs returning to IDP camps in the Kurdistan Region. More than 6,000 of djinn-infested Mosul
... the home of a particularly ferocious and hairy djinn...
’s IDPs had returned to camps as of August.

Among other issues afflicting the return of IDPs is corruption. In April, Iraqi Integrity Commission retrieved $64 million of embezzled funds from Nineveh’s coffers.
Impressive! What happened to the money afterward?
Security is another obstacle to returning home, with ISIS remaining active across Nineveh and other provinces. Militias competing for control in the disputed territories has also left civilians caught in the crossfire.
That would be the Shiite paramilitaries supported by Iran?
In July 2019, Yezidi activist Nadia Murad told US President Donald Trump
...the Nailer of NAFTA...
of the obstacles facing the Yezidi community returning to Shingal, which is disputed between various militias as well as the Iraqi and Kurdish armed forces.

The Yezidi community was attacked by the Islamic State in August 2014, and hundreds of thousands remain in camps across the Kurdistan Region.

"Now there is no ISIS, but we cannot go back because the Kurdish government and the Iraqi government, they are fighting each other [over] who will control my area," Murad told the US President.

US to take ‘preemptive’ action against Iran if American troops are threatened: Pentagon
[ALMASDARNEWS] US Defence Secretary Mark Esper stated that Washington would respond and take pre-emptive action to protect personnel in Iraq.
aaaannnnd...it did
"He [US President Donald Trump

] is committed to defending our interests, our personnel, our friends in the region and of course standing up to Iran
...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979. and deterring Iranian bad behaviour. We will either respond or take pre-preemptive action as necessary to make sure that we defend those interests", Esper told the TV channel Fox.

He continued on by saying that Washington expects more attacks from "Iran-backed" groups and that they will "regret it".

"The provocative behaviour has been out there for months... So do I think they may do something? Yes. And they will likely regret it. We are prepared to exercise self-defence, and we are prepared to deter further bad behaviour from these groups, all of which are sponsored, directed and resourced by Iran", Esper told news hounds.

He added that the Pentagon would continue to beef up its forces in the region to protect "diplomats or American citizens or military personnel".

"At the same time I know Secretary [of State Mike] Pompeo is working aggressively to talk to our allies and partners whether they are in the immediate region or beyond to build political support for what we are doing", Esper said.

Esper also called on the international community to condemn Iran’s behaviour and help the United States with its maximum pressure campaign.

Hashd al-Shabi, also known as the Popular Mobilisation Forces, said that its supporters attacked the US Embassy in Baghdad after dozens of its fighters were murdered in the US strikes. They torched the fence, forcing US guards to take cover. The United States stated that it would send extra troops to Baghdad.
