#2  The actual article also addresses Susan Rice. I know a lot of Rantburgers hate Clinton. You all don't talk much about Rice.

She's physically more attractive and younger than Clinton, and a much worse and more influential ideologue than Hillary. Among other things she's the author of our approach to Libya and Egypt, and she detests Israel.

Bribe wasn't big enough, so city inspector's conviction overturned
Dominick Owens, 46, twice took bribes of $600 to issue certifications of occupancy for four newly constructed homes he hadn't inspected, a jury found following a trial in November. Originally suspected of taking more than $20,000 in bribes in 2005 and 2006, he was sentenced in March by Judge Blanche M. Manning to a year and a day in federal prison.

But the sentence was reversed Thursday in a ruling issued by the Seventh Circuit of the U.S. Court of Appeals. Justices ruled that Owens should not have been convicted because prosecutors didn't prove the bribes he took were worth more than $5,000, as the law requires.

In their appeal, Owens' attorneys did not dispute he took the two $600 bribes for homes on West 37th Place and on North Wolcott. Instead they argued that the certificates weren't worth $5,000.

Circuit Judges William Bauer, Richard Posner and Diane Pamela Wood agreed.

In an opinion written by Bauer, they said that there were two ways to determine what the certificates were worth. There was the black market value of what someone was prepared to pay for one, which, at $600, was well below the $5,000 threshold, and there was what benefit the certificate would provide to the homeowners who greased his palm.

#1  Chicago, eh? A novel legal concept - it's not a crime if you don't do it too much. Hey, we all want to get our beaks wet.

Tough to apply to stuff like murder, though, since body-count is a discrete variable and not continuous like price. Unless they give you the first one free.

#2  In Cook County the inspectors press the contractors until they make a bribe. The inspectors in DuPage try to do the same thing.... the difference is the Cook County inspectors take the bribe and pass you but the DuPage inspectors arrest you.

That actually leaves, from some perspectives, DuPage being lose lose and Cook being lose win.

Illinois truly lives in a different political space.

I am curious how a friend is going to do who just moved from the Lake Cook region to CA.
Here in Illinois he kept a lawyer on retainer to protect him from extreme speed tickets on his custom motorcycle. The way that worked was when his tickets came up... if the judge wasn't owned by the lawyer he would take a continuance and keep doing that until an owned judge came up and dismissed the case. I don't think it works that way in Southern California. Maybe he will have to leave 160MPH off until he hits Montana?

#3  A minimum threshold for bribery? WTF? Does it also have a COLA?

#4  There's actually a bizzaro kind of logic in play here, and the crux of the matter is where does hospitality and courtesy end, and bribery begin? Viz, the inspector comes by. Is a cup of coffee a bribe? How 'bout one donut, maybe two? Didja save him the chocolate filled one?
Among the inspectors I've talked to, one point to remember is these guys NEVER buy their own lunch. And the fire inspectors in particular, their favorite is to check out topless bars around lunch and dinner, where the, uhm, considerations, uhm, can be AWESOME. Or so I'm told.

#5  The point I didn't make there is that the name of the game is 'What am I willing to do to get rid of this guy and get back down to bidness'.
'Cause he's running off the paying customers.

#6  A City of Chicago zoning inspector found guilty of taking bribes has had his conviction overturned — in part, because the bribes weren’t big enough.

#7  Water Modem - we don't all play that way. I'm, er, affiliated with a Building Department in DuPage County and can guarantee to you that any proof of a bribe would result in (eventually) being shown the exit irrespective of $ or "gift" value. Have been offered a few to make things "go away," but have never accepted. Looking the "offeree" straight in the eye and asking "Are you offering me a bribe?" usually resets the game to where it should be, public safety.

Yes, I know that this goes against the customary and usual public perception of our offices, but there are some things that are just not tolerated in our neck of the woods....

#8  Well, no dispepct intended and I'm sure you're a straight shooter Uncle P, but I'd come out of retirement if I could get one of those DuPage County Forest Preserve jobs like Bill Maio. I'd even settle for a Life Guard job at The Quarry for Blll's retirement pension.

Perhaps I'll just have to settle for knowing I'm not paying DuPage Co. property taxes.

This part of Georgia has other issues UP, such as rampant crime and social engineering and politically motivated demographic adjustments declining property values. Lower property taxes also come with a price. I doubt you'd go for it. I may be the last Irishman in the county, whaha.

#13  Uncle Phester - I didn't say the inspectors in DuPage took bribes... I said they enjoyed putting folks in a position where they would offer and could then be busted.

As to DuPage Co. bldg dept... you guys drove me and my architect damn near nutz in the mid-90s with layout issues and the like. None which actually helped make a better addition. (I doubled the size of the house.) The stuff they should have got anal with my contractors about they didn't and the stuff they did caused glitchyness I still curse daily.

In addition I still remember the fine (cough) job they did designing the first courthouse building themselves... so well that it was a seriously "sick" building that took millions of taxpayer dollars and some major architects to make right.

Yes compared to Cook you guys are saints but your constraints are kind of crazy. Example: I am 6' 4" and my wife 5'3"- your code people wouldn't let me and the wife have a bathroom counter at two different heights - one sized for me. So when I wash my hands I get water splashes on my crotch (I can't really bend that low...) Or I was encouraged to choose "organic" shingles... we know how well that product turned out...

And ... the roads dept ruined my ditch drainage when the re-did the road so now my side yard floods all the time.

I understand why the department wanted my cement raised at the back end of my garage (to prevent gas from ever flowing in the basement) but it sure makes it friking hard to move about and position generators, saws and other large tools.

#1  It's a behavior that is instilled by the institutional atmosphere in which POWER by any means is rationalized and, often, telegraphed by accusing others of the exact behavior [ie Freudian Projection]. Ed Klein: Benghazi albatross being fitted for Hillary's neck?
With tensions between President Obama and the Clintons at a new high, former President Bill Clinton is moving fast to develop a contingency plan for how his wife, Secretary of State Hillary Clinton, should react if Obama attempts to tie the Benghazi fiasco around her neck, according to author Ed Klein [author of the Amateur, a book on President Obama.] In an exclusive interview with The Daily Caller, Klein said sources close to the Clintons tell him that Bill Clinton has assembled an informal legal team to discuss how the Secretary of State should deal with the issue of being blamed for not preventing the Benghazi terrorist attack last month.

If blame for the security failures falls to Hillary Clinton, Klein said, it's possible that she would even consider resigning over the issue. But as for the chance that Hillary Clinton would resign, Klein said in the interview: "At this moment, it appears unlikely that she's going to do that. I mean that would be an extreme step for her to take."

Klein said sources close to the Clintons tell him that Bill Clinton has assembled an informal legal team to discuss how the Secretary of State should deal with the issue of being blamed for not preventing the Benghazi attack. Klein said Bill Clinton's informal legal team is made up of people he's used in the past in legal situations. He asked them by phone to tell him how Hillary Clinton should handle this situation and what to do if she is subpoenaed to testify to the House Oversight Committee and provide them with memos regarding Benghazi.

As of Friday afternoon, the White House, the State Department and the former president's office did not return requests from The Daily Caller for comment on Klein's reporting.

#3  heh - from Hillbuzz (Via The Other McCain)

The other Hillary-haters in my life are also crowing today, by filling up the in-box with “Did you see Jay Carney throw Hillary under the bus!” messages to me via email or in comments on this site. This was all inspired by Carney’s press conference today, where he claims that Joe Biden was only talking about the President himself and the White House staff when he said in last night’s debate that “no one knew about requests for more security in Libya”. The implication from those in the He-Man-Hillary-Haters-Club being that Carney “threw Hillary under the bus” and that she’s going to be another casualty of this administration…along with all the other people whose lives Obama ruined to protect himself.

Clearly none of these people have ever met Hillary Clinton.

Romney extends poll lead as bullying Biden is blasted for 'rude and disrespectful' display
[Daily Mail] Joe Foreign Policy Whiz Kid Biden
The former Senator-for-Life from Delaware, an example of the kind of top-notch Washington intellect to be found in the World's Greatest Deliberative Body...
has been left with little to smile about after the latest Rasmussen tracking poll found that Willard Mitt Romney
...former governor of Massachussetts, currently the Publican nominee for president. He is the son of the former governor of Michigan, George Romney, who himself ran for president after saving American Motors from failure, though not permanently. Romney has a record as a successful businessman, heading Bain Capital, and he rescued the 2002 Winter Olympics from the midst of bribery and mismanagement scandals. More to the point, he isn't President B.O...
has overtaken President Barack Obama
We're gonna punish our enemies and we're gonna reward our friends who stand with us on issues that are important to us...
The poll, released today but conducted before Biden's hectoring, smirking debate clash with Paul Ryan
...U.S. Representative for Wisconsin's 1st congressional district, serving since 1999. He is a member of the Republican Party. He proposed an alternative to President B.O.'s 2011 budget and made himself the target of both Democrat and Republican verbal pies...
, is the latest indication that Romney's gains after his strong debate performance mark a shift in the U.S. presidential race rather than merely a temporary bounce.

On Thursday, Obama had led Romney by one point in the Rasmussen survey. Biden's performance has done little to dent Romney's advance in the latest Gallup daily national tracking poll, which has the GOP contender leading Obama by two points, with Romney on 49 per cent and Obama on 47 per cent - unchanged from Thursday's poll.

With a flash of his teeth - and a lot of finger-jabbing - the Vice President won plaudits from his fans during the debate last night, but his performance ran a very high risk of being seen as bullying and condescending, alienating swing and female voters.

Veteran columnist Peggy Noonan described Biden as 'weirdly aggressive' and said his bullishness 'looked mean and second-rate' as Republicans claimed that Biden interrupted Ryan 82 times during the 90-minute debate.

What kind of sneaks by, at least according to what the moderator let them talk about, was the Middle East strategy. This is supposed to be his strong point. I know it was difficult to follow the uhhhmms, finger jabs, laughing at misery and solutions, and whatchyamacallet bonds, but joeker insisted that the Middle East is indeed a powder keg where people keep taking down the no smoking signs, but all will be well because Iran has not developed a longer range missile. Obama Campaign Tries To Spin Biden's Bizarre Debate Behavior
[Breitbart] The Obama campaign is struggling to respond to mounting criticism of Vice President Joe Foreign Policy Whiz Kid Biden's
The former Senator-for-Life from Delaware, an example of the kind of top-notch Washington intellect to be found in the World's Greatest Deliberative Body...
bizarre behavior during last night's debate with Rep. Paul Ryan.
...U.S. Representative for Wisconsin's 1st congressional district, serving since 1999. He is a member of the Republican Party. He proposed an alternative to President B.O.'s 2011 budget and made himself the target of both Democrat and Republican verbal pies...

Biden not only interrupted Ryan frequently--82 times, according to Republican National Committee chair Reince Priebus--but frequently laughed, smirked, and snorted at serious moments, showing contempt for his opponent and disturbing even friendly observers.

A CNN poll conducted after the debate, which handed Ryan a narrow 48%-44% victory, also showed that Ryan had beaten Biden by an even wider margin when it came to "likeability." Viewers in the poll--with an admittedly small sample-- also said Ryan "expressed his views more clearly," "was more in touch with the needs and problems of people like you," and "did a better job of defending his running mate."

The only category in which Biden defeated Ryan? "Spent more time attacking his opponent."

Amidst mounting criticism, the Obama campaign has tried to push back. Obama's campaign manager, Jim Messina, claimed that Biden was "a happy warrior." Biden may have been trying to compensate for Obama's perceived passivity in last week's debate. He may also have been trying to cover gaps in his own argument--he referred to Obama by name only once, and told several characteristic untruths when pressed on the B.O. regime's record. But Biden's interjections and body language left a lasting impression with voters.

Women, in particular, seem to have reacted negatively. Writer Mollie Hemingway thought that Biden had done well but remarked: "Tonight, Joe Biden is embodying everything that women hate about talking with men."

She later added: "I'm even willing to give this debate to Biden, in the very short term. But in the long term, I bet he lost it. Think about what will stay with people after the debate. They'll remember a rude, interrupting man."

CIRCA AUGUST 2 2011 - "Count Vice President Biden among those excited to see Rep. Gabrielle Giffords at the U.S. Capitol yesterday.

Biden, who got advance notice from Minority Leader Nancy Pelosi that Giffords would show up, said the Arizona Democrat called him "Joe" when she saw him.

"I said, 'Now we're both members of the Cracked Head Club,' " Biden is quoted as saying in The Boston Globe.

Giffords was shot in the head Jan. 8 in a rampage during one of her constituent events in Tucson. Six people died.

The vice president has survived two craniotomies to remove brain aneurysms. His comment to Giffords yesterday was reported by The Washington Post, ABC News and others."

Poster's Comment:
Biden may have "survived", but I can see there were "complications" from his recent debate behavior.
He should thank God he was able to marry an MD after the death of his first wife and daughter, whom he mentioned in the debate. (Was it generic to our circumstances today ? I think not)

Joe Biden, a heart beat away from becoming the President of the United States of America. I know it is time for Obama and Biden to go. Have heart and determination, vote these two people out on November 6th. I think the majority of us have had enough of this (Fill-in-Here)

#5  The vice president has survived two craniotomies to remove brain aneurysms.

Methinks that, in keeping with usual protocols, an amount of undamaged tissue was removed from around the affected areas. In Joe's case, lots and lots of undamaged (and unused) tissue.......

#7  Cheney was interviewed regarding Biden's behavior. Cheney basically said that Biden's has always been rude, loud, had goofy mannerisms, and been disruptive and interrupted meetings--your typical democrat.

#8  whoever is the Debate advisor for the Dems is probably looking at a short career window now. Everything is prepped - but in this case not nearly well enough :-)

#9  Is the man we saw in the debate (Joe Biden) the man we really want with his finger on the button? After seeing the debate, I have to wonder if Joe forgot to take his medications that morning. Either that, or he overdosed on something. He certainly was not acting "normal".

#10  I have to disagree, Ken.

The way Biden acted was perfectly "normal" - for Biden.

For actual normal people, not so much.
