#5  Milenio has a problem with its linking software in that new stories are accompanied by previous stories that are related, except sometimes their software will append the latest story with the full text of the older story leaving the reader with the idea the older story just happened. Dunno if they are even aware of the problem.

Afghan Minister Calls Karzai Government Illegitimate
[Tolo News] In an audio clip attributed to the Afghan Rural Rehabilitation and Development Minister, he has said that President Hamid Maybe I'll join the Taliban Karzai
... A former Baltimore restaurateur, now 12th and current President of Afghanistan, displacing the legitimate president Rabbani in December 2004. He was installed as the dominant political figure after the removal of the Taliban regime in late 2001 in a vain attempt to put a Pashtun face on the successor state to the Taliban. After the 2004 presidential election, he was declared president regardless of what the actual vote count was. He won a second, even more dubious, five-year-term after the 2009 presidential election. His grip on reality has been slipping steadily since around 2007, probably from heavy drug use...

But at a presser on Monday the Afghan Rural Rehabilitation and Development Minister, Jarullah Mansoori, denied that the audio clip contained his voice.

In a four-minute audio clip, a voice that sounds like that of Jarullah Mansoori's says the government of President Karzai as well as the National Council have no legitimacy.

The clip said: "Many people have been killed in the country and he has illegally been president so far. The Parliament has no legitimacy. If they put me in prison and get me fired from my post because of my age, I swear I wouldn't give a damn about it, and I want to assure you all that I would continue to become minister for many times in this country until I am alive."

But Mr Mansoori strongly rejected the audio clip at a presser, saying he has special reverence to President Karzai.

"No conscientious Afghan could make such remarks. If you go after the sound clip, that's not mine. I'm proud to be a member of the cabinet of the one who is the founder of a new Afghanistan," he said hinting to the Afghanistan's Caped President.

TOLOnews has obtained the copy of a passport which puts the age of Mr Mansoori at 33, which is an inelligible age for a minister's post according to Afghan laws.

Mr Mansoori told news hounds that the House of Representatives is one of the biggest achievements and it would be "blasphemous" to call it illegitimate.

"Afghan Parliament is a Mujahid parliament. It would be blasphemous if we call it illegal. We have achieved the parliament after long endeavours and hardship," he said.

US money ended up in Taliban hands: report
[Dawn] US government funds earmarked ostensibly to promote business in Afghanistan have landed in Taliban hands under a dollar 2.16 billion transportation contract, The Washington Post reported late Sunday.

Citing the results of a year-long military-led investigation, the newspaper said US and Afghan efforts to address the problem have been slow, and all eight of the trucking firms involved remain on US payroll.

Moreover, the Pentagon extended the contract for six months last March, the report said.

The investigation found "documented, credible evidence ... of involvement in a criminal enterprise or support for the enemy" by four of the eight prime contractors, the paper noted.

According to The Post, Sherlocks followed a dollar 7.4 million payment to one of the eight companies, which in turn paid a subcontractor, which hired other subcontractors to supply trucks.

The trucking subcontractors then made deposits into an Afghan National Police commander's account, already swollen with payments from other subcontractors, in exchange for guarantees of safe passage for the convoys, the report said.

Intelligence officials then traced dollar 3.3 million, withdrawn in 27 transactions from the commander's account, that was transferred to hard boyz in the form of weapons, explosives and cash, the paper said.

"This goes beyond our comprehension," The Post quoted Representative John Tierney as saying.

Tierney, a Democrat, was chairman of a House oversight subcommittee that charged that the military was, in effect, supporting a vast protection racket that paid hard boyz and corrupt middlemen to ensure safe passage of the truck convoys that move US military supplies across Afghanistan, the paper said.

Iran, Pakistan Support the Taliban: Afghan Official
[Tolo News] Iran and Pakistain support the Taliban snuffies and provoke violence in the country, a high-ranking police official in southern Afghanistan claimed on Monday.

General Abdul Razeq, the former commander of border police forces in the south, who currently holds the post of Kandahar Police Chief, said faceless myrmidons have safe havens in the two neigbouring countries.

Ninety percent of the Taliban leaders are living in safe havens in Pakistain and the remaining ten percent are staying in Iran, General Razeq said.

General Razeq was in charge of border forces in border regions between Afghanistan and Pakistain for several years.

"We are not killers and we are obliged to terminate anybody who is trying to ruin our country. We won't surrender to them. The snuffies have been imposed on us by our neighbours," Gen. Razeq said.

Southern regions of the country, in particular Kandahar and Helmand

, have long been the scene of some of the deadliest attacks by the Taliban and there is still little hope that violence will lessen in southern parts.

A couple of days ago as part of security handover process, international troops handed over security responsibilities of Lashkargah, the picturesque provincial capital in Helmand province, to Afghan cops.

Ex-Egypt PM Quizzed by Military Prosecutors
[An Nahar] Egypt's former Prime Minister Ahmed Nazif is being questioned by military prosecutors on charges of corruption, a military source told Agence La Belle France Presse on Monday.

Fatwa sought to stop Libya fighting
[Emirates 24/7] A Saudi Moslem scholar appeared on state-run Libyan satellite television on Monday to call for a fatwa (religious ruling) by key scholars in Soddy Arabia and other Islamic countries urging the rebels in Libya to put their arms down and talk peace with the regime of Muammar Qadaffy.

Hamoud bin Nafei Al Anzi, a mosque preacher in the central Saudi town of Alasiah, said several prominent Moslem scholars in the Arab region made a hasty decision when they sanctioned the fight against Qadaffy in the first days after fighting broke out in the north African Arab country five months ago.

Anzi, who is visiting Tripoli, Qadaffy's stronghold, said he was in Libya on a personal mission and that he does not represent Saudi government views.

"I have been to many places bombed by the crusaders (NATO

Mexican military and security forces seized a total of 9.75 kilograms of marijuana, 6.78 kilograms of opium gum and one kilogram of cocaine in counternarcotics operations since July 14th.
  • A unit of the Mexican 34th Military Zone found one kilogram of cocaine near Puerto Morelos in Quintana Roo July 20th. The drugs were contained in one package buried in the sand on the beach in Benito Juarez municipality.

  • A detachment of the Mexican 9th Military Zone found an abandoned drug laboratory in Sinaloa state July 20th. The lab was near the village of La Esperanza in the La Cruz de Elota municipality, measuring 20 by ten meters in size. Several containers, lab equipment and safety wear for use in a lab were found.

  • A unit of the Mexican 35th Military Zone seized a quantity of opium gum at a checkpoint in Guerrero state July 21st. The unit had set up the checkpoint near the village of Carrizal de Bravo in Eduardo Neri municipality. Soldiers stopped one vehicle with three suspects aboard, and searched it finding 6 packages of opium gum weighing a total of 6.78 kilograms.

  • A joint operation of the Mexican Navy, Army, Customs and the taxing authority located 22,000 kilograms of chemicals to be used in the production of synthetic drugs July 14th. The seizure took place in the port of Veracruz, Veracruz where the diethyl succinate which had been shipped in from the Republic if China was found. The chemicals were stored in a shipping container when they were found.

  • Mexican MArines arrested eight individuals and seized nearly ten kilograms of marijuana in three separate incidents in Tamaulipas state.
    • On July 14th, a marine unit arrested four individuals and seized 4.75 kilograms of marijuana. The arrested took place on the San Fernando to Reynosa highway in the Gabriel de la Garza colony at a residence. Marines also seized four rifles, one handgun and 127 rounds of ammunition. The detainees were identified as Jesus Alberto Avila Molina AKA El Flaco, 18, and and Hipolito Galvan Yanez AKA El Polo, 19.The other two detainees were minors who names were not disclosed.

    • At a traffic stop in Miguel Hidalgo colony in Ciudad Madero July 15th, Marines searched a vehicle in a traffic stop and found quantities of marijuana, cocaine and crack cocaine apparently divided up for retail sale. Detained were Pilar Pilares Ruiz, 54, and Jorge Cesar Galvan Ramon, 29.

    • On July 15th in Ampliacion Loma Alta colony in San Fernando at a traffic stop Marines seized five kilograms of marijuana and arrested two individuals. The detainees were identified as Juan José Carrillo Bäez, 21, and Miguel Angel Fuentes Rios,20 .

20 Million Tons of Rare Earths Reported in N.Korea
A pro-North Korea newspaper based in Japan says that the North has deposits of rare earth minerals amounting to some 20 million tons. The Choson Shinbo reported on Saturday that the deputy chief of the North's national resource development agency said Pyongyang is looking into using the valuable materials for manufacturing and is considering joint development projects with other countries.

Rare earth minerals are essential elements used in semiconductors, cars and other advanced technologies.

No official information on the exact size of the claimed rare-earths deposit in North Korea is available.
Expect the Chinese to have functional control over the sales of these deposits so as to ensure the Chinese have, with their own rare earth deposits, a strangle-hold on world markets.

N. Korea Lays Train Tracks to New Missile Site
North Korea has been laying train tracks between a new missile test site in Tongchang-ri, North Pyongan Province and a nearby railroad station.

In October last year, the regime reportedly conducted an engine combustion test for the Taepodong-2 or an improved version of a long-range intercontinental ballistic missile in Tongchang-ri.

A South Korean government source said the North is laying the tracks at the Tonchang-ri site, which is believed to have been completed early this year. The site is five times the size of the existing Taepodong missile test site in Musudan-ri in North Hamgyong Province.

"We believe that the train tracks will be used to transport long-range missiles from a missile plant in Pyongyang to the missile assembly facility in Tongchang-ri and to carry materials to the site for various kinds of facilities," the source added.

According to intelligence agencies, the North conducted a similar engine test in 2008 and in late October last year at the Tongchang-ri site. Similar tests have been conducted often at the Taepodong site as well.

But intelligence agencies say there are no indications that the North plans to launch a long-range missile from Tongchang-ri anytime soon.

S. Korea, China to Hold Defense Talks in Seoul
Senior military officers from Korea and China are to hold strategic talks in Seoul this week.

The Defense Ministry on Sunday said a delegation led by Chinese Deputy Chief of General Staff Ma Xiaotian will visit Seoul for the first strategic dialogue at the vice ministerial level between the two nations.

The ministry said the dialogue is expected to provide "a channel for open discussions on all relevant issues between the two with the aim of setting common goals."

Defense Minister Kim Kwan-jin and his Chinese counterpart Liang Guanglie agreed to open the strategic dialogue channel earlier this month.

Nork Nuclear Envoy to Meet U.S. Officials
U.S. and North Korean officials are expected to meet this week, following the first contact between nuclear negotiators from the two Koreas in two years and seven months. North Korean Vice Foreign Minister Kim Kye-gwan, who also serves as Pyongyang's top nuclear negotiator, visits New York on Thursday, where he plans to meet Special Representative for North Korea Policy Stephen Bosworth, and other high-ranking officials to discuss the resumption of the stalled six-party nuclear talks.

Kim goes at the invitation of the National Committee on American Foreign Policy.

The last official contact between the U.S. and North Korea took place in December 2009, when Bosworth went to Pyongyang.

Kim is a heavyweight in North Korea's Foreign Ministry who replaced Kang Sok-ju when he was promoted to deputy premier in September of last year. There are forecasts that he will discuss a range of issues with U.S. officials besides the North's nuclear program, including food aid for his impoverished country.

The meeting has South Korea's blessing. After Kim met his South Korean counterpart on the sidelines of the ASEAN Regional Forum, a high-ranking South Korean official said, "We recommended Washington hold bilateral talks with Pyongyang."

But U.S.-North Korean dialogue faces many obstacles. The North continues to demand recognition as a nuclear state, while its uranium enrichment program and reluctance to apologize for attacks on the South Korean Navy corvette Cheonan and Yeonpyeong Island last year are also major bones of contention.

"As long as a chance for progress in talks with North Korea has been created, there will be continued efforts to keep them going," a government official said.

Tuesday's hearing of the House Committee on Oversight and Government Reform will examine the effects of the Bureau of Alcohol, Tobacco, and Firearms (ATF) program dubbed "Operation Fast and Furious." Specifically, we will review the impact of this program on our neighbor to the south, on our agents working in, and on the people of Mexico.

The Committee's task today is serious, and the Administration's effort to impede this investigation slows our work to make public the truth of an acknowledged--and failed--operation. The Acting Director of the ATF, in a transcribed interview with investigators, has said that the Justice Department is trying to push all of this away from its political appointees. That is not the response this Committee, Congress and the public, should expect from the 'most transparent Administration in history.'

In this hearing, lawmakers will hear firsthand from field agents who have worked in Mexico for years and who were systematically kept in the dark by officials in Phoenix and at headquarters about the real nature and scope of "Operation Fast and Furious." The Committee will also hear testimony from ATF supervisors who chose to allow weapons to flow from illegal sales in the United States directly into the hands of Mexican drug cartels--without interception or interdiction.

To date, President Obama has been keen to talk about who didn't know about the program and who didn't authorize it. These answers will not suffice. The American people have a right to know--once and for all--who did authorize it and who knew about it.

Working with our counterpart in this investigation, Senator Chuck Grassley (R-Iowa), the Committee will remain focused on these basic questions and pursue the trail of truth to the highest levels of government. We owe the men and women in law enforcement nothing less because it is their lives on the line.

#1  At least a portion of the OFAF weapons recovered were found at the scene of crimes where dead people were also found. The connection between OFAF weapons and the commission of murder should not be a huge leap. Perhaps this will lead to Holder's eventual demise. I hope Senator Grassley and his colleagues stay on the trail.

Gilani seeks literati's advice on extremism, intolerance

... Pakistain's erstwhile current prime minister, whose occasional feats of mental gymnastics can be awe-inspiring ...
Monday acknowledging the positive contribution of literati towards a tolerant society, assured drawing up of a national strategy, based on their suggestions, to cope with internal and external challenges.

Addressing a gathering of intellectuals, writers and poets at the launch of his new initiative -- "PM in dialogue with nation" -- here at PM Secretariat, Gilani said there was an urgent need to develop and pursue a vision that addresses the needs of changing times.

Under the dialogue, Prime Minister Gilani will hold four interactive sessions with writers, artistes, vice chancellors of universities and media. The suggestions would be incorporated into the address of the prime minister to the nation on Pakistain Day.

The participants urged the national leadership to stand up to the challenges facing the nation and take bold decisions. The writers and intellectuals from all over the country spoke on the necessity of developing a national curriculum that inculcates amongst the young minds a love for the country and a spirit of nationalism.

The national writers spoke on role of media, which they said was now centred on "tickers" and "anchors" and stressed that it needs to take up its responsible role of building a society and creating hope. They also called for formulating a foreign policy based on national aspirations, without accepting any foreign pressures.

Prime Minister Gilani said Pakistain desires good ties with all countries without accepting the hegemony of any, on basis of mutual respect and interests. He recalled his meetings with Indian Prime Minister Dr Manmohan Singh and President Hamid Maybe I'll join the Taliban Karzai

He said had the provincial autonomy been given earlier, Pakistain would still have been united. He said the Pakistain People's Party would protect the constitution and the country at all costs, whether it was in power or not.

Responding to the issue of high prices of everyday items, Prime Minister Gilani spoke of the several challenges the country was facing, including the global recession.

He said Pakistain was paying a high price in the war against extremism and terrorism and spoke of the rehabilitation cost of the 2.9 million Internally Displaced Persons within a short period of 90 days. He said 35,000 people have sacrificed their lives, while a heavy cost was incurred due to infrastructural damages.

Similarly the country again had to undergo a loss of US 10 billion dollars due to the heavy floods of last summers.

Prime Minister Gilani assured the writers that the government, with the help of provincial governments, would take strict action against the hoarders and crackdown against those causing artificial shortage of food items.

He agreed with the intellectuals that the media must watch national interests and create hope. He noted the positive suggestion of creating Literacy Centers across the country, supporting regional languages and literature, encouraging arts, dramas and films, so as to bring more positivity and tolerance in the society.

Prime Minister Gilani shared his concerns with the writers about the situation in Bloody Karachi and said the issue should not be politicised and peace be brought to the economic hub.

In his opening remarks, Prime Minister Gilani said the suggestions could help the government in coping with social problems particularly extremism.

He said the dialogue was meantto seek ways to develop an atmosphere of tranquility in society and promote a sense of accepting each others' views with patience.

He said writers and poets being the builders of social norms could play a positive role.

Bali bomb suspect to be sent to Indonesia from Pakistan
[Dawn] An alleged criminal mastermind of the 2002 Bali bombings that killed more than 200 people will be sent to Indonesia after being placed in long-term storage in Pakistain in March, a senior counter terrorism official said Monday.

"Pakistain has delivered a message early July that they will send Umar Patek to Indonesia," National Anti-Terror Agency (BNPT) deputy chief Tito Karnavian told news hounds.

Jakarta's foreign and justice ministries are now working to process Patek's deportation, he said.

Indonesian counter-terrorism police have been tracking Patek for years. One of the most wanted Islamic beturbanned goons in Southeast Asia, he has a $1 million bounty on his head under the US government's "Rewards for Justice" programme.

Born in 1970, Patek was allegedly the field coordinator for the massive kabooms that flattened nightclubs on Bali, killing 202 people, and placed mainly Mohammedan Indonesia on the front lines of the global battle against militancy.

Patek is a suspected member of Al-Qaeda-linked Southeast Asian terror network Jemaah Islamiyah (JI), blamed for a series of deadly bombings targeting Christians and Westerners in Indonesia dating back to 1999.

Paleostinian ambassadors who met in Istanbul over the past two days were informed that a meeting on the final draft of the UN resolution would be held in Doha, Qatar, with representatives of the PA, Qatar, Egypt and Soddy Arabia on August 4, the newspaper mentioned.

The resolution will call on the United Nations to recognize a Paleostinian state within the 1967 borders as a full UN member, it stated. The Paleostinian diplomats were instructed to launch a public relations campaign among international Jewish communities, in an attempt to explain the significance of the move.

Israel is working to rally support from states to oppose the UN move. It is also making preparations for the "day after." A senior Israeli official said that three weeks ago, Prime Minister Benjamin Netanyahu told Amidror to start drafting day-after plans with other government bodies. These include recommending a potential Israeli political response, it added.

In 1993, the government of the state of Israel and the Paleostine Liberation Organization (PLO) began a series of secret discussions on relations between the two groups called the Oslo Accords in hopes of resolving the deep-seated tensions between them.

The accords reached at Oslo set forth a process by which Israel would transfer portions of the West Bank and Gazoo Strip to the control of a new body, the Paleostinian Authority, which would be elected by the Paleostinian people.

On 13 September 1993, the DOP was formally signed. United States President Bill Clinton hosted the official signing ceremony.

September 1995, the Oslo Accords were followed up with an interim agreement (Oslo II).

Juppe to meet Arab League chief Wednesday
(KUNA) -- French Foreign Minister Alain Juppe is to meet here Wednesday with Arab League
...an organization of Arabic-speaking states with 22 member countries and four observers. The League tries to achieve Arab consensus on issues, which usually leaves them doing nothing but a bit of grimacing and mustache cursing...
Secretary-General Nabil Al-Arabi to discuss a broad range of issues of common concern, diplomats said here.

In particular, Juppe will be addressing the "mobilisation of French diplomacy" to seek a resumption of the Middle East peace talks and also organize a Paleostinian aid conference in Gay Paree next September.

The French minister will also be addressing what La Belle France views as "the missed opportunity" at the Quartet

The meeting with the Arab League official Wednesday will also be an opportunity to discuss the ongoing situations in a number of Arab nations, affected by popular demonstrations or demands for change.

La Belle France intends to bring up the case of a number of countries in the Mideast region, including Syria and discuss issues relative to regional security.

Libya is also to figure on the agenda for the talks and La Belle France wants to get "the opinion, view and analysis" of Al-Arabi, especially given the role of the Arab League in preparing for UN resolutions on the Libyan crisis last spring.

The developments known as the "Arab Spring" will be broadly discussed between Juppe and Al-Arabi, particularly the assistance given to certain nations in transition by the Group of Eight (G8), which La Belle France currently presides, it was indicated here.

Egypt and Tunisia, and probably Morocco, are to be the main beneficiaries of a USD 57 billion fund announced by the G8 at the summit in Deauville, north-western La Belle France, last May.

The front man, Martin Schaefer, said that Berlin's coordinator for Middle East policy, Boris Ruge, had held talks with opposition members as well as Syrian Foreign Minister Walid Muallem on two occasions.

Schaefer added that critics of the regime had also been welcomed at the foreign ministry in Berlin.

During the talks in Damascus with Muallem, Ruge "delivered the clear message on behalf of Foreign Minister Guido Westerwelle that the time for change and an end to violence against demonstrators has come," Schaefer told news hounds.

"He emphasized in particular the clear message from the last (EU foreign) ministers' meeting on July 18 that the entire European Union

Fistfight in Houla over Attempt to Shut Down Liquor Shop
[An Nahar] A fistfight erupted in the southern town of Houla in Marjeyoun when members of a party ordered the owner of a liquor store to close the shop, reported the Central News Agency.
My guess would be that the unnamed political party was Hezbollah...
The owner was saved when members of another party intervened to end the dispute.
