"So certainly we should expect a resurgent ISIS. It would be very surprising if that weren't the case," he said, adding, "It remains to be seen that the Taliban are going to be able to take effective action against them."

He called al-Qaeda a more difficult problem for the Taliban because of their longstanding ties.

"So I think there are internal arguments inside the Taliban about the way forward," he said. "What we would like to see from the Taliban would be a strong position against al-Qaeda," which they promised as part of the February 2020 Doha agreement that committed the United States to fully withdrawing from Afghanistan. "But I don't believe that's yet been fully realized."

McKenzie declined to provide an estimate of the number of al-Qaeda operatives inside Afghanistan.

"I think it's probably slightly increased," he said. "There's a presence. We thought it was down pretty small, you know, toward the end of the conflict. I think some people have probably come back in. But it's one of the things we look at, but I wouldn't be confident giving you a number right now."

Taliban Accused Of Forcibly Evicting Ethnic Uzbeks, Turkmen In Northern Afghanistan

"This has been our land for hundreds of years," he says. "We have cultivated it and it belongs to us."

Faizullah, a resident of Qush Tepa, says Pashtun nomads with the help of the Taliban seized more than 20,000 acres of their land.

"Nobody could resist," he says. "If we raised our voices, we would be killed."

Ghulam Sarwar Alizai, a representative for Pashtun nomads in Jowzjan, says land ownership is often unclear because the disputed properties are on government land.

He says the nomads want to return to the pastures that they were prevented from accessing for around two decades.

"Some of our [Uzbek and Turkmen] brothers acknowledge that the land is owned by the government, but they had worked hard to cultivate the barren land," he told Radio Azadi. "A tribal council comprising five people from each side will be the best setting to find a solution."

The Taliban did not respond to calls and text messages from RFE/RL seeking comment.

But in comments to the BBC on November 29, Taliban front man Bilal Karimi denied any forced displacements had taken place in Jowzjan.

"No such thing has happened and the situation in Qush Tepa is calm," he said, adding that the authorities were investigating the issue "and would not allow anyone or any group to encroach on anyone's property."

Disputed sample censuses dating back to the 1970s estimate the Pashtun population at just over 40 percent, followed by ethnic Tajiks at less than 30 percent with Hazara and Uzbeks at around 10 percent. Various smaller minorities account for the rest of the population.

Since regaining power, the Taliban has been accused of forcibly evicting thousands of people across the country.

Gossman said northern Afghanistan has a long history of collective punishment and forced evictions. She said that after the U.S.-led invasion in 2001 toppled the Taliban regime from power, the U.S.-backed Northern Alliance "engaged in evictions of local Pashtuns."

The former Northern Alliance, a coalition of anti-Taliban groups that resisted Taliban rule from 1996 to 2001, consisted mainly of ethnic Tajiks, Uzbeks, and Hazara.

Before the Northern Alliance, the "Taliban did it against other groups," Gossman adds.

"Efforts after 2001 to reform the land ownership system failed because of the power of strongmen and warlords, including those in the administration and parliament," she said.

Many of the land disputes in northern Afghanistan are a legacy of the forced and voluntary resettlement of Pashtuns in the region in the 19th century. Starting from the 1880s, Afghan King Abdur Rahman Khan, a Pashtun from the south, forcibly relocated thousands of people from rival Pashtun communities from eastern Afghanistan to the north, where there was only a tiny Pashtun population. The Pashtun settlers were often given free land and received tax exemptions. In the 20th century, Pashtuns also voluntarily settled in northern Afghanistan.

"Both the forced and voluntary migrants colonists were allocated land by the central government, a development that fostered tensions with communities that consequently lost access to farmland and pastures," said a HRW report released in 2002.

NIA arrests Bihar resident in terror funding case
[OneIndia] The National Investigation Agency (NIA) has arrested one person in Bihar's Gopalganj district in connection with a terror funding case, police said on Thursday.

The agency recovered two laptops, six mobile phones and six SIM cards from the possession of Jaffar Abbas who was picked up from Manjhagadh cop shoppe area, Superintendent of Police Anand Kumar said.

The NIA took him to New Delhi on transit remand.

"Sleuths of the NIA on Wednesday arrested Jaffar Abbas, a resident Pathra village in Gopalganj district in connection with a terror funding case," Kumar said.

The NIA had intelligence inputs that Abbas was in touch with Pakistain-based terror outfits that are providing funds for carrying-out terror activities in India.

"The local police had been keeping a close watch on the activities of Abbas for the last several days. The NIA had shared inputs about him with the district police," said the SP.

Two policemen killed in Bandipora militant attack
[GREATERKASHMIR] Militants attacked a police party at Gulshan Chowk in north Kashmir

's Bandipora district on Friday, leaving two cops dead.Witnesses told Greater Kashmir that they heard indiscriminate gunfire at Gulshan Chowk Bandipora. Soon after the gunfire, they said, two police personnel fell on the ground with bullet injuries.

They were rushed to the nearby district hospital, however, as per hospital sources, both the police personnel gave up the ghost.
“They’re dead, Jim.”
"They had suffered multiple bullet wounds, and were brought dead to the hospital. The injuries indicate they had went titzup," said the MS district hospital Bandipora, Dr Mushtaq. The multiple bullet injuries were in parts of their abdomen and chest, he added.

A police front man also confirmed the deaths. He identified the slain cops as SgCT Mohd Sultan and Ct Fayaz Ahmad.

"Terrorists fired upon a police party at Gulshan Chowk area of #Bandipora. In this #terror incident, 02 police personnel namely SgCT Mohd Sultan & Ct Fayaz Ahmad got injured & attained #martyrdom. Area cordoned off. Further details shall follow," he said on Twitter.

Palestinian said killed in clashes with IDF near West Bank outpost
[IsraelTimes] PA health ministry reports Jamil Abu Ayyash was shot in the head; military says aware of reports Paleostinian killed during violent mostly peaceful protest

A Paleostinian man in his 30s was killed by live fire during festivities with Israeli soldiers near the West Bank town of Beita, the Paleostinian Authority health ministry reported Friday.

Paleostinian media reports identified the man as Jamil Abu Ayyash.

According to the health ministry, Ayyash was shot in the head. Paleostinians evacuated him to the Rafidia Hospital in Nablus, where he died of his wounds.

Four other Paleostinians were maimed by rubber-coated bullets, according to the Paleostinian Red Islamic Thingy. Another 63 Paleostinians were treated for minor injuries from tear gas inhalation and falling over during the protest, the medical service said.

The Israel Defense Forces said in a statement that soldiers and Border Police officer responded to a violent mostly peaceful protest near the Evyatar outpost. Hundreds of Paleostinians took part in the festivities, including some who burned tires and threw stones at troops, according to the IDF.

The military said it was aware of reports regarding a Paleostinian killed.

Beita residents have been holding regular protests near neighboring Evyatar for the past several months in protests of the illegal outpost’s establishment on what they say is private Paleostinian land. Israeli authorities have not yet determined whether that is the case, but have not objected to the outpost’s illegal establishment.

The wildcat community initially consisted of several dozen Israeli families and homes, but they agreed to vacate in a July agreement with the government, which saw the outpost illegal structures remain intact and the army establish a permanent presence on the hilltop.

#1  Egypt has a natural gas pipeline that runs through Sinai to Aqaba and then north through Syria with an arm into Lebanon. However, the Egyptian Islamists have blown it up so many times in the Sinai it is considered undependable.

Bitar Demands 'Immediate' Arrest of Ali Hassan Khalil
[An Nahar] The Lebanese judge charged with investigating the Beirut port blast, Tarek Bitar, demanded Friday the immediate arrest of a former minister who has refused to appear before court, a judicial source said.

The investigation into the massive explosion at Beirut port on August 4, 2020 resumed Wednesday after a two-month hiatus caused by multiple lawsuits seen as seeking to hamper the work of Bitar.

The judiciary rejected the lawsuits against the judge -- filed primarily by senior political figures who have been targeted in his investigation -- allowing Bitar to resume his work.

His first task was to submit to the top prosecutor an arrest warrant against former finance minister Ali Hassan Khalil, the judicial source said on condition of anonymity.

Bitar demanded the "immediate" arrest of Khalil, who is considered the right hand man of Parliament Speaker Nabih Knobby Berri

The 2020 blast killed 216 people and injured more than 6,500 others, destroying much of the Beirut port and devastating entire neighborhoods of the capital.

The explosion was caused by a huge stockpile of ammonium nitrate that had been improperly stored at the port for years, prompting accusations of gross negligence on the part of the authorities.

Several people dead in explosion at south Lebanon Palestinian camp
[SHAFAQ] A large explosion rocked a Paleostinian camp in the southern Lebanese port city of Tyre on Friday night causing a number of deaths and injuries, state media reported.A Paleostinian source inside the camp said at least 12 people had been injured and there were an unknown number of fatalities.

The explosion took place at a Hamas, the braying voice of Islamic Resistance®, weapons depot in the Burj al-Shemali camp and a judge had ordered security forces to launch an investigation, the state-run National News Agency reported.

Shehab News Agency, seen as close to Hamas, quoted a Paleostinian source as saying the earth-shattering kaboom was caused by the ignition of oxygen canisters stored for use in fighting the COVID-19 pandemic.

The state-run National News Agency (NNA) reported an unspecified number of deaths, but local media and civil defense workers on scene said there had been no fatalities. A security source also said fatalities had not been recorded.

The NNA reported that the blast emanated from a Hamas weapons depot in the Burj al-Shemali camp and a judge had ordered security forces to launch an investigation.

The area surrounding the blast had been evacuated and rescue crews had deployed, the Palestinian source said.
