Swiss mull ‘burqa ban’ in vote centering on security, women’s rights
[IsraelTimes] Long-planned referendum to ban certain face coverings takes on new meaning during time of global pandemic.

is wearing masks to battle COVID-19, the Swiss go to the polls Sunday to vote on a long-laid proposal to ban face-coverings, both the niqabs and burqas worn by a few Moslem women in the country and the ski masks and bandannas used by protesters.

The issue strikes at the intersection of religious freedom, security, the economy, and women’s rights.

Critics say the proposal "Yes to a ban on covering the face" is an ironic throwback to a time not long ago when violent mostly peaceful extremism was a greater concern than a global pandemic, and say it would unfairly stigmatize Moslems who wear full face-covering burqas or niqabs, which have open slits for the eyes, in Switzerland

Proponents, including populist, right-wing movements behind the idea, say it’s needed to combat what they consider a sign of the oppression of women and to uphold a basic principle that faces should be shown in a free society like that of the rich Alpine democracy.

The issue is one of three measures on national ballots in the vote culminating Sunday — most voters in Switzerland cast ballots by mail — as part of the latest installment of regular Swiss referendums that give voters a direct say in policymaking.

The face-covering measure has come to be known colloquially as the "burqa ban." It would put Switzerland in line with countries like Belgium and La Belle France that have already enacted similar measures. Two Swiss regions also already have such bans.

One campaign poster presented by the Swiss People’s Party — a populist, right-wing party that is the leading faction in parliament and has strongly backed the measure — features a caricatured image of the scowling eyes of a woman in a burqa above the words: "Stop Islamic Radicalism."

A coalition of left-leaning parties has put up signs that read: "Absurd. Useless. Islamophobic."

Support appears to have been eroding, but the vote is expected to be tight. An initial poll for public broadcaster SSR by the gfs.bern agency in January found more than half of voters backed the proposal, but a second poll published on Feb. 24 showed the figures had dipped to under half. Some remain undecided.

The Swiss government opposes the measure, arguing that it could crimp economic development: Most Moslem women who wear such veils in Switzerland are visitors from well-heeled Persian Gulf states, who are often drawn to bucolic Swiss lakeside cities. The justice minister insists existing laws work just fine.

The measure would make it punishable by fines to cover the face in public in places like restaurants, sports stadiums, public transport or simply walking in the street — though exceptions are made for religious, security, and health reasons, as well as for the Swiss traditional Carnival celebrations.

A counter-proposal would require people to show their faces if requested to do so by authorities.

It’s another indication of how Switzerland is grappling with security issues and cultures and people from abroad. In the past, Swiss voters have approved a ban on the construction of minarets in the Alpine country whose flag carries the cross.

Andreas Tunger-Zanetti, a researcher who heads the Center for Religious Studies at the University of Lucerne, estimates at most a few dozen Moslem women wear full-face coverings in the country of 8.5 million people and says the issue is really about Switzerland’s take on religion and ability to "cope with diversity."

Hungarian Prime Minister Viktor Orban on Friday called for the creation of a new European right-wing force for "our type of people" who want to protect their families and homeland.

"There should be a political home in Europa

On Thursday, a strident Orban said: "We must build a European democratic right that offers a home to European citizens who do not want migrants colonists, who do not want multiculturalism, who have not descended into LGBTQ lunacy, who defend Europe's Christian traditions, who respect the illusory sovereignty of nations, and who see their nations not as part of their past, but as part of their future."

The decision to quit the EPP came immediately after the conservative bloc voted for a rule change that opened the way for it to suspend Fidesz from its ranks over its democratic record.

The EPP, which brings together Europe's main centre-right parties, is the biggest single voting bloc in the European Parliament and the party of both Ursula von der Leyen, the president of the European Commission, and Germany's Chancellor Angela Merkel

"The axis of resistance today is stronger than before. Resistance cells are rooted even in America and its capital," read the alleged social media post, according to the Middle East Media Research Institute, which posted a screenshot of the message.

Mathura court issues warrant to produce two terror accused PFI activists before it from Lucknow jail

Additional Sessions Judge Anil Kumar Pandey issued the production warrant for producing accused PFI activists Anshad Badruddin and Firoz Khan, both Karala natives, in his court on March 8, District Government Counsel Shiv Ram Singh said.

Singh said ASJ Pandey issued the warrant against the duo on a plea by the Uttar Pradesh Special Task Force, which said the two had confessed to their involvement in the PFI funding to Delhi-based Kerala Siddique Kappan and his three accomplices to foment trouble after the death of a Hathras gangrape victim.

Kappan and his alleged associates were arrested last year on October 5 by Mant police when they were on their way to the Hathras village. They were arrested earlier on the apprehension of causing a breach of peace but were later slapped with stringent charges of sedition and terror acts besides the breach of the Information Technology Act.

Anshad Badruddin and Firoz Khan were arrested in mid-February from Lucknow by the Uttar Pradesh Anti-Terror Squad and a huge cache of arms and ammunition, including 16 bombs, batteries and detonators, a pistol and live cartridges, were recovered from their possession.

Following their arrest, UP ADG (Law and Order) Prashant Kumar had dubbed Anshad as the national head of the PFI's 'Hit Squad' and Firoz as the PFI's national trainer for making bombs. Kumar had also accused the two of planning to execute multiple blasts across Lucknow and Uttar Pradesh to mark the ''Popular Front Day'' - the foundation day of their outfit which falls on February 17.

Mathura District Counsel Shiv Ram Singh said STF Deputy Superintendent of Police Vinod Sirohi told the court in his March 2 application that both accused had confessed to their involvement in funding journalist Kappan.

STF had filed three applications seeking Mathura court's permission to record statements of accused Asand and Feroz in Lucknow jail and matching of voice and signature of journalist Siddique Kappan. Though Kappan's signature was taken in court, his voice sample was not taken as the STF later withdrew its application for taking his voice sample.

Mirwaiz Umar Farooq released from house arrest
[DAILYTIMES.PK] The restrictions on Hurriyat Conference chairman Mirwaiz Umar Farooq were eased after 20 months as claimed by officials in Sri Nagar."The Mirwaiz is not under any detention," a bigwig told the local Indian media.

A Hurriyat front man, however, said the decision of the release has not been officially conveyed to the Mirwaiz so far.

Sources sated that the Mirwaiz is likely to be allowed to deliver Friday sermons at historic Jamia Masjid this week. It would be for the first time since August 4, 2019 that the Mirwaiz may resume his religious duties.

Former J&K chief minister Mehbooba Mufti welcomed Mirwaiz’s release from "arbitrary detention". "Good to hear about Mirwaiz’s release from arbitrary detention. I hope that hundreds of Kashmiri men languishing in jails in and outside J&K will also be released soon. Its time they returned home to their families," said Mufti in a tweet.

Mirwaiz’s release comes on the backdrop of India and Pakistain issuing a joint statement last week to strictly observe all agreements on ceasefire along the LoC and other sectors. The government move also comes ahead of the auspicious Islamic occasion of Mehraj-e-Alam, which falls on March 11.

Several aides and separatist leaders, including former CMs Mehbooba Mufti, Omar Abdullah and Farooq Abdullah, were put under arrest after the Centre’s August 5 move. Most of them have been released now.

The official completion of the underground barrier took place last week.

The barrier is essentially a thick concrete wall going dozens of meters underground and lined with sensors meant to pick up any digging activity.

In October the barrier thwarted its first tunnel according to the military. It had penetrated dozens of meters into Israeli territory but remained on the Gazook side of the underground barrier around the Strip.

It marked the 20th tunnel attempted by Gaza holy warriors that has been thwarted since the 2014 Gaza war, during which the IDF destroyed some 30 tunnels that had penetrated into Israel, the military’s spokesperson said.

Additional fortifications are still undergoing construction, like the 20-foot-high fence that will extend 65 kilometers (40 miles) miles around the enclave and sit atop the subterranean concrete wall. That barrier is some 80 percent complete.

The barrier project is expected to cost approximately NIS 3 billion ($833 million), with each kilometer of the underground portion of the barrier costing approximately NIS 41.5 million ($11.5 million). The above-ground fence is significantly cheaper, at just NIS 1.5 million ($416,000) per kilometer.

The new fence surrounding the Gaza Strip is being constructed within Israeli territory, a few dozen meters east of the current lower, more easily penetrable fencing. The old barrier will not be removed.

A senior Israeli military commander said in February that, according to IDF estimates, Hamas has replenished its arsenal since a 2014 war with Israel and now has a vast stock of rockets, guided missiles, and drones.

It also has acquired dozens of unmanned aerial vehicles and has an army of some 30,000 fighters, including 400 naval commandos who have received sophisticated training and equipment to carry out seaborne operations, the commander added. He spoke on condition of anonymity under military guidelines.

Gantz made an interview with the American "Fox News" channel, during which he claimed that "Hizbullah" has hundreds of thousands of missiles, claiming that the map shows "the locations of Hizbullah ground forces, storage sites, command offices, and missile launch sites."

On Friday, al-Sharq newspaper quoted the American channel as saying that Gantz gave the map to Fox News journalist, Terry Yingst, in order to see it, when he asked him about the number of missiles that Hizbullah had, but the channel hid the map details when the interview was aired.

When the journalist asked whether the map represented a "list of targets for the Israeli army in Lebanon," the Israeli Defense Minister said: "This is a target map. Each one of them has been checked legally, operationally, intelligence-wise and we are ready to fight."

Previously, Israel's military chief of staff, Lt. Gen. Aviv Kohavi, warned that in future conflicts, Israel would use heavy force in residential areas where Hibullah rockets are stored and launched. He has said Israeli troops would warn civilians to evacuate their homes before launching such strikes.

Defense Minister Benny Gantz on Thursday said the Israel Defense Forces is continuously updating its plans for a prospective military strike on Iranian nuclear sites.

Gantz, in an interview with Fox News, said the military plans would not be finalized until right before such a strike was set to be carried out.

“Until then, we will continue to build them [the plans], to improve them… to the highest professional level possible,” he said.

“If the world stops them [Iran] before, it’s much the better. But if not, we must stand independently and we must defend ourselves by ourselves,” added the defense minister.

Israel has twice conducted military strikes against the nuclear programs of its enemies — Iraq in 1981 and Syria in 2007 — under what’s become known as the Begin Doctrine, which maintains that Jerusalem will not allow an enemy country to obtain an atomic weapon.

PLO says $15 million per month being paid in terror stipends

Ramallah may have paid as much as NIS 600 million ($181 million) in 2020 in salaries to Paleostinians imprisoned by Israel for security offenses — including terrorism — and their families, a Paleostine Liberation Organization official said on Thursday.

"We pay around NIS 50 million ($15 million) per month in salaries," PLO Commissioner for Prisoners’ Affairs Qadri Abu Bakr said in a phone call with The Times of Israel.

Israel has long sought to clamp down on the practice, which it says encourages terror. As required by a 2018 law, Israel deducts the estimated cost of the stipends from tax revenues it collects on behalf of the Paleostinian Authority every month.

Abu Bakr did not immediately provide a precise figure for 2020 as a whole but agreed when The Times of Israel suggested an estimate of NIS 600 million ($181 million) for the past year, based on the monthly number he’d provided. "Yes, that’s right," he said.

An Israeli military order imposes sanctions on any banks that allow Paleostinians to collect the payments. After several delays, the order came into effect early in 2021. In order to avoid the sanctions, the PLO paid the salaries of prisoners three months in advance in late December.

While the PLO has previously floated the idea of creating its own financial institution so as to avoid Israeli sanctions, the idea was eventually ruled out as unfeasible. Nor have any of the other reforms pitched to end the stipends — which, while popular domestically, have long won Ramallah international condemnation — yet come to fruition.

"We’re still studying the matter, but we have not yet come to any conclusions about it," Abu Bakr said.

According to Abu Bakr, around 7,500 released Paleostinian prisoners currently receive aid from the Paleostine Liberation Organization. Another 4,500 prisoners who are still in detention also receive the salaries.

Paleostinian Media Watch, a right-wing nonprofit that tracks incitement in Paleostinian media, has previously estimated that the PLO paid out at least NIS 512 million ($159 million) in prisoner stipends in 2020.

While the PLO does not publish its budgets publicly, the nonprofit reached its conclusion by tracking financial documents put out by the PA. According to PA Finance Ministry filings, the amount the PA transferred to the PLO increased from NIS 161 million ($50 million) to NIS 673 million ($209 million) in 2020.

The Paleostinian Authority Finance Ministry did not respond to repeated phone calls and a written request for comment.

Israeli politicians have described the stipends as a "pay-for-slay" program that rewards attackers. Because the PA hands out more money for longer sentences in Israeli prisons, those incarcerated for the most brutal terror attacks receive more funding from Ramallah.

Paleostinians have argued that the stipends are recompense for what they deem an unfair Israeli military justice system. In addition to those who unabashedly support armed terror against Israelis, many do not believe the Israeli version of the events that led to their relatives’ imprisonment or death and take no issue with payouts to them or their families.

#8  It is the new Biden policy that you are all objecting to, not the Supreme Court ruling. These were cases trying to overthrow Trump's policy. Biden threw out that policy and that may be evil. The Supreme Court action dismissing the cases means the Supremes will not spend time deciding whether an order not in effect was constitutional, which in my opinion it was.
When Republicans regain the presidency Trump's policy will probably be reinstated.
