...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. After 72 years of this nonsense, India cut the Gordian knot in 2019, removing the area's special status, breaking off Ladakh as a separate state, and allowing people from other areas to settle (or in the case of the Pandits, to resettle) there....
for funding terror here in a planned manner and getting our youths falling prey to the menace, Jammu and Kashmir police chief Dilbag Singh said, PTI reported.

The J&K director general of police made the remark while presiding over a specialised training programme for J&K Police officers held in collaboration with the Narcotics Control Bureau in Jammu.

Referring to the seizure of 52 kg of heroin on Thursday at Jajar Kotli and huge quantities of various drugs earlier in Poonch, Baramulla, Kupwara and other border areas, the DGP said, "Pakistain is pushing huge quantities of drugs for terror funding in a planned manner and getting our youths involved in the menace to satisfy its evil intentions."

I have often wondered in cases like this.
Is it the Citizens of the Country?
Or just the Leadership shoving them in to a confrontational direction to either trim population or provide deflection from other issues.

Because if its Leadership?
Why not just use surgical strike teams and eliminate the Rabid Leadership and restore peace saving $,$$$,$$$,$$$,$$$'s and countless lives?
