While it reduces other more costly City budget items like POLICE. Thus allowing "privileged" areas better protection, that otherwise would have been used in the "Zones". ☺

I do have to ask why the cities continue to supply City services like water/sewer, Health Clinics and etc...once these autonomous zone declare themselves?
