#2 Removing the evidence.

The photos I saw had the mines ~8 feet out of the water. Not something a scuba team could do easily unless they had some sort of pole to attach the mine at that level.

Methinks a small low radar signature craft (like a zodiac) was used for the initial placement operation, but what do I know.
