Security official told IraqiNews.com ?The turbans of the ISIL kidnapped 23 young men and four women in Khanuka village within Shurqat district of northern Tikrit city,? noting that ?The ISIL kidnapped the civilians because they tore the leaflets distributed by the terrorist organization.?
