Part of the overall psychological operations deception plan. Susan Rice and the Sunday talk show 'talking points' were another piece of the plan. A successful deception plan must enjoy wide dissemination.

#9 SJR 23 (2001) is still in effect. It hasn't been repealed. The War Powers Act was cited in para 2. The Constitution is clear about aiding the enemy in time of war. Just another violation of law by the usual suspects.
