#2 Russians have always been freaked out by Tomahawks. They fly under the radar so Russians can't see them coming. Putin was not about to let NATO install those things in Ukraine. It was a red line, a totally unnecessary provocation, and Biden should have known better than to cross it, probably did know better but he wanted war because he thought he could win it.
