#1 Implication is that this is draft evaders. It’d provide more insight if the number of Western nationals skipping town was broken out. Having worked in a number of countries under challenging circumstances it makes sense that there are certain benchmarks that companies use as a tell to repatriate personnel. Prudent companies turn over day to day ops to local managers and exfil high value management until a reasonable equilibrium point is reached. Fellow Rantburgers who have worked in Africa or the Stan’s may be familiar this pattern

#3 If its like Africa and the stans,western departures mean more locals, and more locals almost inevitably mean more corruption and lowered production and quality (in these sorts of societies> Corruption is endemic to the type of government and current society in Russia, so the economic situation is only going to get worse, at least on the civilian side. The North Koreanization of Russia is starting to roll.
