#1 Our opponents are collectively not very smart. If they were brilliant tacticians, they would be killing people in droves in the US. Mostly they are successful only through their ruthlessness and the total corruption of the previous regimes. Killing the higher ups which are likely to be the smarter and more charismatic psychos will leave the reins for their movement in increasingly less competent hands. Killing even snuffies helps as long as they are killed in large volumes under horrific circumstances where there are burnt alive or exploded into small chunks.
