#7 Isfahan has lots of nuclear stuff going on.
Not only is there a U enrichment plant but also several old nuclear research reactors of 1980s Chinese vintage.
Also, there are a number of chemical plants (industrial scale and small 'whoknowswhat') there too.

#10 State is probably arranging to have experts to go over to the plants at Isfahan to help increase the safety of their nuclear processes. It is only the right thing to do.
