#1 The single arm missile launcher was pulled a few years back, not certain why, running costs I would guess. Without the missile launcher it's only 9 times more effective than a LCS.

#3 Who would they use it against? Or is this just a way to drive Turkey deeper into financial issues, just as their population issues worsen?

#4 Turkey already operates this class of frigate; likely these two would be added as a stop-gap measure until implementation of (or in place of) Turkey's announced indigenous frigate program.

As far as financial issues, the cost is somewhat less than a new one, usually overhauling/repair and updating the vessel.
