#2 ..my usual response when some Fed judges orders the 'downsizing' of some jails/prisons. Don't release the petty criminals, execute the worst. The only real 'high/max security' confinement is 6 feet of dirt. Betch'a there'd be less overcrowding complaints entertained by the bench afterward.
