#1 Dangling him as bait? Or just trying to get rid of him. If the STL's key witness has been placed in a witness protection program but can be found by (implied) multiple assailants and shot three times, it isn't much of a protection program. Maybe its intent is to isolate the target (Siddiq) and minimize collateral damage? Under the bus with you Saddiq?
