#1 Um....They are in Rebellion against the United States, try them, convict them and execute them, and then the governor should be convicted for failing to suppress this rebellion.

#2 I personally would like to see GUAM involved in this process, espec as per the heavy pressures which I anticipate happening in ASIA-PACIFIC within the next ten years [ripple effect/domino].

E.G. TOPIX > GLOBAL WARMING, ISLAMISTS ARE FACTORS IN RISING REFUGEE CRISIS IN ASIA.

ALso, IIRC STARS-N-STRIPES > RELOC OF BULK OF US EIGHTH ARMY FROM SOKOR > Unforeseen costs in reloca and realignment, + construx of new SOKOR milfacs for remaining SOKOR-based US Units, MAY DELAY RELOC BACK TO CONUS [Hawaii]UP TO FOUR YEARS.

When added to local efforts in JAPAN to delay the USMC reloc from Okinawa to Guam to 2018 and beyond [2020's], BEARS TO ASK THE QUESTION > WHAT UNITS WILL BE COMING TO GUAM, IFF ANY - WHAT GUAM DOESN'T NEED IS MASSIVE INFLUXES OF REFUGEES + FOREIGN LABOR EMIGRES, ETC. BUT WIDOUT BEING $$$ UNABLE TO SUPPOR SAME???
