#1 Counterbattery radars should have identified the launch sites - either we are not hearing about the counterbattery fire or there isn't any (or much). If there isn't much, it suggests the launches are from 'safe zones' - like schools, hospitals, mosques etc. where the political cost of retaliatory fire is greater than the physical cost of damage and casualties in the IZ.
