#4 Saddam released all the major criminals from Iraqi prisons early in the war : it was one way he hoped to tie up Coalition forces and defeat us. It did not work out that way for him, but those thugs have been a major thorn in the side of the Iraqis ever since. So yes, in most major cities in Iraq, the thugs and terrs are pretty much the same group - with a few on either side not crossing over.
