As long as governments tolerate mob rule and televised martyrdom-bribery these histrionics will continue to be used and they will continue to be effective. I have often thought the same thing watching masked gunmen at IRA/Fatah/etc. funerals: There are the enemy gathered en masse; deal with it (but take take to smash the cameras... no images = no news).

Haniwye backed the Islamic Courts, which is how the IC won (eritrean intell not being quite the ISI) With Ethiopian troops on the ground, Haniwiya let IC take care of itself, letting lots of Islamist die, and leaving the foreigners trapped. But Haniwye is still there, and unless TNG deals with them seriously, they can make trouble. And they can use remnant IC types as well.
